This EU-funded project aims to strengthen and expand the SB4U Platform, a flagship public-private dialogue and economic cooperation mechanism between the European Union and Uganda. The overall objective is to promote inclusive, sustainable, and green trade and investment between the two markets.

The Team Leader will support the operational management of the Platform, including the establishment of a European Chamber of Commerce (or similar structure), facilitation of business-to-business (B2B) and business-to-government (B2G) engagements, and delivery of direct services to companies such as export support, investment facilitation, and policy advocacy.

The project contributes to Uganda’s private sector development and investment climate reform, aligned with the EU’s Global Gateway strategy and Team Europe initiatives. It fosters deeper collaboration between Ugandan and EU private sector actors and promotes green and decent job creation.

We are seeking a highly qualified Team Leader to manage the Secretariat and oversee the implementation of the EU-funded SB4U Platform in Uganda. The Team Leader will coordinate all project activities, act as a neutral broker between public and private stakeholders, and ensure the effective delivery of services that promote inclusive, sustainable trade and investment between the EU and Uganda.

Key Responsibilities:

He/She is responsible for the overall management of the SB4U activities, including:
- liaison with government and private sector, including by arranging meetings between government and private sector representatives to agree on the agenda of the dialogue process and facilitate discussions during the meetings;
- brokering of access to funding for studies;
- manage Secretariat's staff;
- seek international partners and government's support for technical inputs when needed;
- ensure the partnership between the EU, Government of Uganda and the Uganda private
sector bodies is maintained and that suggestions agreed by the working groups are presented
to the government and inform their policy;
- support monitoring and evaluation of the SB4U activities;
- help to structure the locally based European private sector, including by supporting the
establishment and functioning of a European Chamber of Commerce (or similar
structure);
- oversee direct services to companies for export/import and investment facilitation.

He/She will be the technical head of the Secretariat for the effective facilitation of the Platform including daily oversight of the process, ensure that the work plan objectives are being met; support the identification of private sector champions, elaborate operational guidelines and systems for the Public-Private Dialogue (PPD), including managing the process of identification of issues to address and subsequent recommendations. Mentor and coach the Secretariat staff. Provide continuity to the Business Fora, with a focus on strengthening feedback mechanisms, and the relationship with the local private sector and other relevant groups in Europe.

Conditions requises

Qualifications and skills
1. Master in Political Science, Public Policy, Law, Economics, Business Administration, or
directly related discipline, or bachelor in the same field plus four years of relevant
professional experience.
2. Strong written communication skills; ability to support other team members in their interface
with public and private sector leaders.
3. Excellent written/oral presentation, advocacy and facilitation skills.

General professional experience
1. At least 10 years Full Time Equivalent (FTE) of relevant working experience either in the
private sector and/or in developing and managing technical assistance, advisory services,
business projects or consultancy programs in the areas of private sector development, trade
and/or investment promotion.
2. Relevant experience in leading teams and coordinating complex projects involving many
stakeholders would be a strong asset.
3. Experience in working with and facilitating private-public collaboration and dialogue would
be a strong asset.
4. Experience in working on EU-funded projects/programmes as Team Leader would be an
asset.

Specific professional experience
1. Experience in supporting and guiding policy-making in the areas of private sector
development, improving investment climate and trade.
2. Experience in coordination/managing trade and investment-related events.
3. In-depth knowledge and understanding of the European and Uganda private sector, and
business communities based in Uganda, and the local business environment and investment
climate, would be an asset.
4. Knowledge of EU-Uganda/East Africa Economic, Trade and Investments relations, EU’s
external actions and investments plan would be an asset.
