The Government of the Republic of the Philippines (GPH), with support from the European Union (EU) is implementing the "Support to the Bangsamoro Transition Authority" (SUBATRA). The purpose of SUBATRA is to contribute to a smooth and timely undertaking of the transition through capacity building of the 3 branches of the Bangsamoro Government to promote an enabling good governance environment with a focus placed on capacities that are critical for a sound functioning of interim institutions. This engagement contributes to the achievement of Output 1.2 of the SUBATRA Programme more especially under the following result area:
- Result 1.8 Enhanced capacity of the Bangsamoro Planning and Development Authority
The creation of the Bangsamoro Economic Development Council (BEDC) is rooted in the desire to foster sustainable and inclusive economic growth within the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Established under the Bangsamoro Organic Law (Republic Act No. 11054), the BEDC serves as the primary planning, monitoring, and coordinating body for all development initiatives within the region. The mandates of the BEDC included the following:
- Formulation of the Bangsamoro Development Plan (BDP): The BEDC spearheads the creation of a comprehensive, long-term development plan that outlines the region's economic goals and strategies. This plan serves as a roadmap for the BARMM's socio-economic progress.
- Development of an Annual Implementation Plan (AIP): To ensure the effective implementation of the BDP, the BEDC develops an annual plan that details specific programs and projects to be undertaken. The AIP outlines the targets, timelines, and budget allocations for each initiative.
- Conduct of Budget Review: The BEDC plays a crucial role in reviewing the BARMM's budget to ensure its alignment with the BDP and the AIP. This process guarantees that financial resources are allocated strategically to support the region's development priorities.
- Coordination and Monitoring: The BEDC coordinates with various ministries, agencies, and stakeholders within the BARMM to harmonize development efforts. It also monitors the implementation of programs and projects to assess their effectiveness and make necessary adjustments.
- Private Sector Engagement: The BEDC actively involves the private sector in the region's economic development. It promotes public-private partnerships and creates a conducive environment for business growth and investment.
The Bangsamoro Planning and Development Authority (BPDA) plays a critical role as the secretariat of the BEDC. Part of its mandate is providing BEDC with technical and administrative support to ensure the effective functioning of the council.

Objective
This engagement aims to assist the BPDA in developing two essential guidelines for (1) developing the AIP; and (2) budget review process. With support from the European Union through the SUBATRA Programme, this undertaking will help ensure efficient planning, strategic resource allocation, and ultimately, the successful implementation of development initiatives that contribute to the region's economic growth.
Scope of Work
The consultant will be responsible for assisting the BPDA in:
- Developing comprehensive guidelines for the AIP: These guidelines should ensure alignment with the long-term vision of the Bangsamoro Development Plan (BDP), promote transparency in the planning process, and enhance efficiency in implementation.
- Developing standardized procedures and guidelines for the budget review process: These procedures should promote transparency in budget decision-making, ensure the strategic allocation of resources aligned with the BDP and AIP, and enhance efficiency in budget management.
The consultant's responsibilities will include, but are not limited to:
- Reviewing existing documents: Analyze relevant laws, policies, and documents related to the BEDC, BDP, AIP, and budget processes in the BARMM.
- Conducting stakeholder consultations: Engage with key stakeholders, including BEDC members, government agencies, local government, civil society organizations, and the private sector, to gather input and feedback on the proposed guidelines.
- Developing draft guidelines: Prepare clear, concise, and user-friendly guidelines for the AIP and budget review process, incorporating stakeholder feedback and best practices.
- Facilitating validation workshops: Organize and facilitate workshops to validate the draft guidelines with stakeholders and incorporate their feedback.
- Finalizing the guidelines: Finalize the guidelines based on feedback received during the validation workshops.
The consultant shall be under the direct supervision of the Key Expert 2
Conditions requises
General qualification and skills
- Post-graduate Degree, preferably in Development Administration, Development Economics and Social Sciences or related fields
- Excellent facilitation, writing, and verbal communication skills
- Demonstrated flexibility, adaptability and understanding in taking on consultancy for development projects; and
- Fluency in spoken and written English including excellent report writing skills.
- Knowledge of the local dialect is an asset
General professional experience - At least 10 years of experience in developing AIP and conducting budget review processes at the regional level.
- At least 10 years of experience in development administration at the government setting.
- At least 10years of experience in managing regional economic development councils.
Specific professional experience - Knowledge of the Bangsamoro region, current situation and peace process
- Experience working with the Bangsamoro government is an asset.
- Experience in implementing EU projects will be an asset but not required on this assignment.
