The project focuses on supporting the EU-Liberia partnership by facilitating the implementation of EU cooperation in Liberia and strengthening its impact. The Technical Assistance (TA) aims to enable the EU to support the implementation of the NDICI (Neighbourhood, Development, and International Cooperation Instrument) and remaining EDF (European Development Fund) projects through the Ministry of Finance and Development Planning (MFDP). Key components include:

  • Coordination Dialogue: Supporting the MFDP in dialogues related to Team Europe Initiatives (TEIs) and their relevance.
  • National Development Plan (NDP): Assisting with the elaboration, monitoring, and coordination of the NDP and ARREST agenda.
  • Organizational Development: Enhancing the capacity of AMCU and NAO, particularly concerning their integration and coordination roles.
  • Strategic Advice: Supporting the government in identifying and implementing EU-Liberia partnership programs, including capacity building and EU policy understanding.
  • Visibility and Communication: Promoting EU-Liberia cooperation through public campaigns, workshops, and compliance with EU visibility rules.
  • Advisory Role: Providing long-term advisory services for NDICI programs and projects.

Key Responsibilities:

  • Provide technical assistance for identifying, formulating, implementing, monitoring, and evaluating EU-funded programs.
  • Build institutional capacity within the MFDP and related entities for effective aid coordination and EU program management.
  • Support the organization and dialogue around TEIs, NDP, and other relevant initiatives in line with EU and Liberian priorities.
  • Develop and roll out public awareness campaigns to enhance the visibility of EU partnerships.
  • Supervise and coordinate short-term experts, ensuring their tasks align with program objectives.
  • Provide strategic advice to improve AMCU and NAO capacity, including EU budget support and project aid management.
  • Organize workshops and training sessions for stakeholders on EU policies, procedures, and partnership dynamics.

Conditions requises

Qualification and Skills:

  • Master Degree in Economics, Development Studies, Public Finance Administration, or Public Administration/Public Policy;
  • Excellent synthesis, drafting and reporting skills and analytical capabilities;
  • Well-developed organisational, managerial, and planning skills and ability to involve different key stakeholders to achieve joint purposes. Expertise in organizational development;
  • Demonstrated abilities to work with a wide range of partners, manage complex issues areas and projects and to deliver quality outputs under pressure;
  • Ability to provide in house training and mentoring;
  • Fluent in English (reading and writing), fully computer literate, and possess well developed communication and interpersonal skills.
  • Knowledge of EU cooperation programmes and processes
General Professional experience:
  • Minimum of 5 years of specific professional experience in development and international cooperation, including aid coordination;
  • Experience in project management, project cycle management (PCM), monitoring and supervision, including financial and contract management;
  • Previous experience in West Africa would be an advantage;
  • Experience in building/strengthening capacities and staff training in national aid offices/structures.
Specific Professional experience:
  • Experience in working with ACP countries relative to NDICI or Global Europe programmes and priorities (two year and above are advantage);
  • Proven 660 day experiences as Team Leader or Key Expert (contract of 1M minimum) working with EC programmes and procedures;
  • Experience in monitoring and evaluating Government development programmes;
  • Relevant experience in African countries, especially the Anglophone Western Africa region, will be an advantage;
  • Experience with policy dialogue, in particularly linked with aid management, coordination and harmonization.
  • Proven knowledge of the EU procedures and systems and management of EU Development Assistance.
