The Government of the Republic of the Philippines (GPH), with support from the European Union (EU) is implementing the "Support to the Bangsamoro Transition Authority" (SUBATRA). The purpose of SUBATRA is to contribute to a smooth and timely undertaking of the transition through capacity building of the 3 branches of the Bangsamoro Government to promote an enabling good governance environment with a focus placed on capacities that are critical for a sound functioning of interim institutions: This mission envisions to pursue multiple purposes in support to the achievement of Output 1.2 of the SUBATRA Programme more especially under the following targets:

  • Result 1.8 Enhanced capacity of the Bangsamoro Planning and Development Authority (BPDA)
The context by which this mission was conceived and developed focuses on the significant role of BPDA in facilitating, coordinating, monitoring and evaluating Official Development Assistance of various development partners operating in the BARMM.The Bangsamoro Planning and Development Authority (BPDA) is tasked with monitoring and evaluating the programs and projects implemented in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). This mandate allows the BPDA to track the progress, challenges, and ensure the alignment and contribution of these initiatives to the thrusts and priorities of the Bangsamoro Government. Additionally, the Bangsamoro International Development Assistance Committee (BIDAC) and its Sectoral Working Groups was created as a special committee under Bangsamoro Economic Development Council (BEDC) that serves as strategic platform for dialogue and coordination between the BARMM Government and international development partners. To this end, the BPDA is developing M&E guidelines for international development partners in the BARMM. These guidelines will serve as a framework to conduct effective monitoring and evaluation of all development partner support in the region. The guidelines will ensure transparency, accountability, and effective coordination between the Bangsamoro Government and international development partners in BARMM.Furthermore, the guidelines will enable the Bangsamoro Government to closely track the impact and outcomes of international development assistance in BARMM, while promoting effective collaboration with partner organizations. The guidelines will also establish clear processes and protocols for data collection, reporting, and knowledge sharing, fostering a culture of evidence-based decision-making in the Bangsamoro region.Concurrently, the BPDA is developing the Bangsamoro International Development Assistance Handbook, which will serve as a valuable resource for BARMM. This handbook will provide a clear and streamlined framework to manage international development partnerships and ensure the effective implementation of the region's strategic priorities

Objective

The over-all objectives of this consultancy engagement are as follows:

  • To develop the ODA M&E guidelines that align with international best practices and the specific needs of BARMM;
  • To ensure the ODA M&E guidelines are tailored fit to the uniqueness of the BARMM context; and,
  • To ensure the ODA M&E guidelines aligns with the Bangsamoro Development Plan, the 12 Priority Agenda of the Chief Minister, and the Regional Project Monitoring and Evaluation Committee (RPMEC).
Scope of work

The consultant will be responsible for the following key tasks:
  1. Conduct review of existing M&E guidelines and frameworks developed by BMOAs, as well as review of relevant literature. This in-depth analysis will provide valuable insights into best practices and lessons learned that can inform the development of the M&E guidelines.
  2. Consult and collaborate with the Regional Project Monitoring and Evaluation Committee (RPMEC) to gather their insights and recommendations on the development of the M&E guidelines. This engagement will ensure the guidelines align with the strategic priorities and implementation needs of the RPMEC.
  3. Conduct focus group discussions (FGDs) with the monitoring and evaluation (M&E) officers of international development partners. These discussions will provide valuable insights and perspectives from key stakeholders, ensuring the M&E guidelines developed are responsive to their needs and aligned with their best practices.
  4. Consolidate the key insights and recommendations gathered from the focus group discussions with the monitoring and evaluation (M&E) officers of international development partners. This will synthesize the valuable perspectives and best practices shared by these key stakeholders, ensuring the M&E guidelines developed are responsive to their needs and aligned with their established frameworks.
  5. Assist the BPDA in planning and facilitating the necessary meetings and workshops to gather input, build consensus, and finalize the M&E guidelines. This will involve:
  • Developing detailed concept notes and agendas to guide the discussions and ensure the meetings and workshops are productive and focused.
  • Facilitating the meetings and workshops in a way that encourages active participation, elicits valuable feedback, and helps the BPDA team reach alignment on key aspects of the guidelines.
  • Documenting the discussions, decisions, and action items that emerge from the meetings and workshops, ensuring the BPDA team has a clear record to reference as they continue refining the guidelines.
The consultant shall be under the direct supervision of the Chief of BPDA ODA and shall be in a functional relationship with the SUBATRA KE2 and PDE2

Conditions requises

General qualification and skills

  • University Degree, preferably in Public administration, Development, Economics, Law, Social sciences or related fields
  • Excellent writing and lay-outing skills
  • Demonstrated flexibility, adaptability and understanding in taking on consultancy for development projects; and
  • Fluency in spoken and written English including excellent report writing skills.
  • Knowledge of the local dialect is an asset
General professional experience
  • At least 5 years of experience in project management, results-based management, monitoring and evaluation;
  • Experience in capacity building, training and mentoring, incl development of training modules; and
  • Experience in technical writing and computer literate.
Specific professional experience
  • Knowledge of local government issues including local administration, financial administration, legislative processes and development issues especially in the Bangsamoro region;
  • Experience in developing manual, development plans, guidelines, organizational reforms
  • Knowledge of the Bangsamoro region, current situation and peace process
  • Direct experience working with the BARMM government is required; and
  • Experience in implementing EU projects will be an asset but not required on this assignment.

Informations supplémentaires

The consultant shall be under the direct supervision of the SUBATRA KE 2- Public Administration Reform Expert

The assignment will be conducted at home and in various venues where the write shop and workshop will be conducted.Particip reserves the right to postpone the start or end date of the assignment based on the timetable of the beneficiary.
