In July 2020, the European Union (EU) embarked on a transformative program, the EU Support to Bangsamoro Transition (SUBATRA), in order to help facilitate the transition process in the Bangsamoro region of the Philippines. The SUBATRA program, funded with 26 Million Euro for a period of 5 years, was offered and signed with the Government of the Republic of the Philippines in July 2020.In support of a peaceful transition to an inclusive Bangsamoro, SUBATRA is contributing to a smooth and undertaking of the transition through capacity building of the 3 branches of the Bangsamoro Government. At its heart, SUBATRA contributes in cultivating an environment that thrives on the principles of good governance with emphasis placed on capacities that are critical and indispensable for the sound operation of interim institutions. Towards this end, SUBATRA under Output 2 shall focus its support on the Bangsamoro Transition Authority (BTA) Parliament in the development of its institutional capacity, and in the performance of its functions such as lawmaking, oversight, and representation. In addition, SUBATRA also aims to support the BTA Parliament in providing technical support for the passage of vital legal instruments and codes that will ultimately serve as the institutional foundations of Bangsamoro. In addition, SUBATRA also fosters to support laws that will ensure and promote economic development and sustain peace in the regionIn fine, the technical support can be done through the engagement of a consultant to draft a bill to ensure that former combatants living outside BARMM are included in the benefits and support mechanisms, addressing any potential geographical biases.

The consultant will be responsible for the following tasks:


a) Conduct Preliminary Research:

  • Review existing laws and policies related to former combatants in the Philippines;
  • Identify gaps and challenges faced by former combatants and their families residing outside BARMM; and
  • Analyze best practices from other countries with similar post-conflict integration programs.
b) Stakeholder Consultation
  • Engage with key stakeholders including former combatants, government agencies, non-governmental organizations, and community leaders;
  • Organize focus group discussions and interviews to gather insights and recommendations; and
  • Document and analyze feedback from consultations to inform the drafting process.
c) Drafting the Bill:
  • Develop a draft bill that addresses the identified needs and challenges of former combatants and their families;
  • Ensure the bill includes provisions for:
    • Recognition of former combatants.
    • Economic and social benefits (e.g., livelihood support, health care, education).
    • Housing and resettlement assistance.
    • Reintegration programs and support services.
    • Monitoring and evaluation mechanisms.
  • Align the bill with national laws and international human rights standards.
d) Review and Revision:
  • Present the draft bill to key stakeholders for feedback;
  • Revise the draft based on stakeholder input and further consultations; and
  • Ensure the final draft is comprehensive, clear, and legally sound.
e) Final Submission:
  • Submit the final draft of the bill to the commissioning authority; and
  • Provide a detailed report outlining the consultation process, key findings, and recommendations.
Note: SUBATRA TAT will reserve the right to comment on the draft document before finalizing it.

Conditions requises

Educational Background 

  • Advanced university degree (master's degree or equivalent) in Political Science and other Social Sciences, Public Policy or Public Administration, Law, Development Studies or a related area; is required.
  • A first-level university degree (bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Specific Professional Experience
  • At least 5 years of experience in legal drafting and policy development;
  • Understanding of post-conflict reintegration and transitional justice;
  • Experience working with government agencies and civil society organizations.
  • Excellent knowledge of BARMM administration;
  • Experience in working with governments, institutions, and political leaders;
  • Demonstrate flexibility, adaptability, and understanding in taking on consultancy for development projects;
  • Familiarity with the Bangsamoro region is strongly preferred;
  • Understanding of development issues in Bangsamoro;
  • Fluency in spoken and written English including excellent writing skills, particularly in being able to write documents (such as reports) concisely; and
  • Fluency/knowledge of at least one local language is desirable but not required.
Skills and Competencies
  • Strong research and analytical skills;
  • Excellent communication and facilitation skills;
  • Ability to engage with diverse stakeholders; and
  • Familiarity with the socio-political context of the Philippines, particularly BARMM.

This assignment is based in Cotabato City. Part of the assignment can be performed home-based.
