Background and rationale

The Government of the Republic of the Philippines (GPH), with support from the European Union (EU) is implementing the "Support to the Bangsamoro Transition Authority" (SUBATRA). SUBATRA aims to contribute to a smooth and timely undertaking of the transition through capacity building of the three branches of the Bangsamoro Government to promote an enabling good governance environment with a focus placed on capacities that are critical for a sound functioning of interim institutions: This mission envisions to pursue multiple purposes in support to the achievement of Output 1.2 of the SUBATRA Programme more especially under the following target:

  • Result 1.8 Enhanced capacity of Bangsamoro Planning and Development Authority (BPDA)
Bangsamoro Planning and Development Authority (BPDA)The Bangsamoro Planning and Development Authority (BPDA) was created through Bangsamoro Autonomy Act (BAA) No. 6, also known as the Bangsamoro Socio-Economic Development Planning Act of 2019 and provides the legal basis for the formation of the Bangsamoro Economic and Development Council (BEDC). The BPDA backstops the Council as its technical secretariat in addition to the Office’s functions as the socio-economic development planning and policy coordinating authority of the Bangsamoro Government.  Chapter 2, Section 13 of the Bangsamoro Autonomy Act No. 13 states that the Bangsamoro Economic and Development Council (BEDC), or the “Council”, shall serve as the socio-economic planning, monitoring, and coordinating agency for all development plans, programs, and projects of the Bangsamoro Government. It shall evaluate and recommend short-, medium-, and long-term comprehensive development plans, programs, and projects for the Bangsamoro Autonomous Region, for approval by the Parliament. These recommended programs and projects shall take into account the development plans of the provinces, cities, municipalities, and barangays as approved by their respective local development councils. Pursuant to Section 14  of the same chapter of the Bangsamoro Autonomy Act, the Council is composed of 25 regular members - with the Chief Minister as the chairperson, the BPDA Bangsamoro Director General as its vice-chairperson, the speaker and the majority floor leader of the Bangsamoro Parliament, the Minister of Finance, Budget and Management, Senior Minister; the Chairpersons of five (5) sectoral committees; all Provincial Governors, all Mayors of independent component cities, and the five (5) private sector and civil society organizations (CSO) representatives chosen by the Council in accordance with the guidelines and qualification criteria that are formulated and approved by the Council.  To ensure proper application of BEDC policies and guidelines, particularly in the management and operations as the regional development council, a manual of operations is required. An operations manual is a document that details and describes how an organization’s staff and its management hierarchy behave vis-à-vis its standards and procedures in carrying out their respective duties accurately, efficiently and effectively. Documenting the processes leading to the Council’s approved standard operating procedures for staff performance is also a significant feature of this proposed manual. In the absence of an operations manual, the Council is using BEDC Resolution No. 01 s, 2020, on the BEDC’s Internal Rules and Procedures.

The Bangsamoro Economic and Development Council (BEDC) is crucial in the planning, coordination and monitoring of all the development plans, programs and projects of the fledgling Bangsamoro government. As such it plays a significant role in being able to identify relevant development initiatives and programs that are aligned with the overall Bangsamoro government’s development agenda. However, as a newly formed entity within the Bangsamoro government, the BEDC is yet to craft its own manual of operations.  To ensure its continuity even beyond the transition period, the BEDC requires a document that lays down the basic policies and guidelines of how it operates within the ambit of development planning and implementation and monitoring in the region – a manual of operations. As a foundational document, a manual of operations provides guidelines to all staff and officers of an organization on their organizational behavior, taking into account standard operational procedures and processes to carry out their duties effectively and efficiently. In addition, a manual of operations also describes the processes that are within these standards to measure staff performance in terms of their job descriptions, their tasks and responsibilities leading to the attainment of organizational goals and objectives. It is also important to stress that a manual of operations should be crafted through a highly participatory approach, through a series of writeshops involving key staff of the BPDA and selected members of the Council. Traditionally, manuals of operations have been formulated by top management of organizations, with staff and other stakeholders of the organization just being oriented into the standard operational procedures of their respective entities. In a region that has been forged from long years of painstaking peace processes, the importance of inclusive and participatory approaches cannot be overemphasized.

Objective of the assignment

To draft the Bangsamoro Economic and Development Council Operations Manual, using a highly participatory approach, through a series of writeshops involving key staff of the BPDA and selected members of the Council. Part of the process of drafting the Council’s Operations Manual is the presentation of its draft version to the members of the Council for their feedback, suggestions and recommendations for its refinement.

The consultant-facilitator will be responsible for the following tasks in close coordination with the BPDA team and key stakeholders of the Council.

General qualifications and skills

  • Bachelor’s degree is required, in public administration and organizational management, political science, business administration and management, or similar. A graduate degree will be an asset
  • Excellent writing and communication skills;
  • Demonstrated flexibility, adaptability and understanding in taking on consultancy for development projects; and
  • Fluency in spoken and written English including excellent report writing skills.
General Professional Experience
  • At least five years’ experience in producing high-quality reports and recommendations
  • Ability to work independently and manage multiple tasks simultaneously.
Specific professional experience
  • Proven experience in drafting a manual of operations, through participatory approaches.
  • Demonstrated ability to facilitate discussions and engage diverse participants, and ability to handle difficult or challenging perspectives from stakeholders.
  • At least five years’ experience in leading, coordinating or managing regional development structures, either government or private sector-led.
  • With deep knowledge/familiarity on the Bangsamoro historical context and on past and present Bangsamoro Government governance systems and mechanisms.

The consultant will be engaged for a period of 20 days. This is a home-based assignment, with missions to various venues in the BARMM.
