The Government of the Republic of the Philippines (GPH), with support from the European Union (EU) is implementing the “Support to the Bangsamoro Transition Authority” (SUBATRA). The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is a newly established political entity in the southern Philippines. The regional government is tasked with implementing the peace agreement between the Philippine government and the Moro Islamic Liberation Front that ended decades of armed conflict in the region. During the course of the transition as per mandated by the Bangsamoro Organic Law (BOL), as amended, BARMM is governed by the Bangsamoro Transition Authority (BTA). From its very inception, the BTA has undertaken an inspiring mission to address the issues and concerns, especially in the passages of vital transitional codes. In the last four years, spanning to 2025, significant endeavors have been as transformative and crucial.

The BTA undertook a journey fraught with challenges, yet steadfast in its commitment to building a thriving and prosperous Bangsamoro. Amid the challenges, SUBATRA plays a prominent role in supporting the new governance structure – from the executives’ offices – to Parliament in the institutional strengthening and capacity building of its fledgling offices. As SUBATRA is approaching its middle-programme cycle, it has already achieved significant milestones and gained the trust and confidence of its government counterparts. Against this backdrop, SUBATRA has received a lot of requests for many additional support –from technical assistance to logistical needs of various BARMM offices. In this light, therefore, SUBATRA needs to develop and implement a strategic framework on its support interventions to the BTA. As numerous requests of support have been received, SUBATRA needs to engage a dynamic and synergetic coordination system with all the partners so that it can foster a coherent approach and develop an effective communication and liaison network. Thus, to address the gaps on synergetic coordination and liaison network, SUBATRA (under TAT particip) needs to engage a Programme Coordinator(PC) who shall serve as a link between the Programme Management Unit (PMU), team members and stakeholders

Description de poste

The role is designed to enhance the efforts of the Programme Director (PD) and the Team Leader (TL) by providing valuable technical support. This entails executing tasks independently, even when facing stringent deadlines and collaborating seamlessly within a team. Primarily, this position revolves around aiding the PD and TL in the day-to-day operations of the program. This involves diligent observation to guarantee the program's administrative and managerial aspects are of the highest quality and efficiency. Under the PD and TL's guidance, this role actively oversees and ensures the program's activities are conducted with excellence.

Furthermore, this role encompasses establishing connections with partners and stakeholders. It's pivotal in maintaining effective communication and facilitating the smooth exchange of information related to program management. This flow of communication extends across the members of the Program Management Unit (PMU), key institutions/agencies within BARMM, civil servants, development partners, and external services.

Regular Duties and Responsibilities

  • Facilitates efficient liaison and collaboration with government partners, development partners, and other stakeholders to ensure the smooth execution of program activities.
  • Provides valuable support to program activities by assisting in program management, reporting directly to the Team Leader (TL) and the Programme Director (PD). This ensures the maintenance of effective administrative and logistical systems and procedures.
  • Supports preparation of technical documents and documentations, particularly for regular meetings with the Program Management Unit (PMU), SUBATRA Coordination Meetings, national stakeholders/partners, and more.
  • Contributes to the planning and execution of program events such as training seminars, workshops, conferences, and meetings. Assists in logistical arrangements including task lists, timelines, venue assessment, accommodation, participant travel, material preparation, and other logistics.
  • Assists in generating key documents for Progress Reports, Annual Work Plans, and various PMU and Programme Committee meetings.
  • Actively participates in regular program team meetings, particularly in discussions involving administration matters.
  • Takes a lead role in monitoring and reporting on activities carried out by Project Development Experts (PDEs).
  • Maintains an updates list of conducted activities, including beneficiary information.
  • Supports the monitoring and compliance of implementing partners' activities and reports.
  • Assists in collecting and analyzing post-training assessment data.
  • Gathers relevant information on program needs through data collection efforts.
  • Regularly updates Quarterly Progress Reports, risk logs, and issue logs.
  • Support assessments of various program activities through comprehensive reporting.
  • Provides support to regular PMU meetings, Quarterly Progress Report Meetings, Technical Coordination Committee Meetings, and similar engagements.
  • Undertakes any other pertinent tasks as required by the PD and TL.
Reporting and Communication 
  • Collects mission reports from the Technical Assistance Team for the Programme Director;
  • Prepares consolidated monthly accomplishment report for the Programme Director
  • Summarizes highlights from SUBATRA coordination meetings involving TATs;
  • Monitors target achievements and indicators, providing regular updates to the Programme Director;
  • Monitors spending across all Output areas, ensuring alignment with the approved annual budget; and
  • Collects and consolidates implementation issues and challenges for the attention of the TL and the Programme Director.

Conditions requises

General Qualification and Skills

  • First level university degree in communication arts, development studies, social sciences, political science, economics, public administration, or other relevant areas is required. OR
  • Excellent drafting skills, particularly in being able to write documents (such as reports) concisely
  • Excellent communication skills and ability to interact with high level stakeholders
  • Attention to detail and quality focus
  • Facility with numbers and excellent abilities in classifying information
  • Analytical and problem solving oriented
  • Sense of initiative, discretion, client oriented
General Professional Experience/Competencies
  • At least 5 years of experience working with governments, institutions, international organizations preferably in the field of development cooperation
  • Experience in working with development partners and multilateral agencies;
  • Proven record of excellent command of Microsoft Office suite
  • Knowledge and understanding of Particip values, policies and procedures (SOPs)
  • General knowledge and understanding of evaluation processes
Specific Professional Experience/Competencies
  • Sound knowledge of the administrative, legal and regulatory framework of BARMM and its political organization
  • Strong knowledge of the various functionaries of the BTA Parliament, BARMM Government, its ministries, offices and agencies (MOAs) is preferred;
  • At least 3 years of experience in project administration and/or management, possibly with international organizations
  • Experience with EU projects will be an asset
  • Fluent in English and Filipino (minimum C1)
  • Knowledge of local BARMM dialects will be an asset

Informations supplémentaires

The assignment is intended full-time, it has a duration of one year and may be extended for another year, subject to availability of funds. The duty station shall be in Cotabato City, Philippines. The maximum number of workdays per year is 220.
