The Government of the Republic of the Philippines (GPH), with support from the European Union (EU) is implementing the “Support to the Bangsamoro Transition Authority” (SUBATRA). The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is a newly established political entity in the southern Philippines. The regional government is tasked with implementing the peace agreement between the Philippine government and the Moro Islamic Liberation Front that ended decades of armed conflict in the region. During the course of the transition as per mandated by the Bangsamoro Organic Law (BOL), as amended, BARMM is governed by the Bangsamoro Transition Authority (BTA). From its very inception, the BTA has undertaken an inspiring mission to address the issues and concerns, especially in the passages of vital transitional codes. In the last four years, spanning to 2025, significant endeavors have been as transformative and crucial.
The BTA undertook a journey fraught with challenges, yet steadfast in its commitment to building a thriving and prosperous Bangsamoro. Amid the challenges, SUBATRA plays a prominent role in supporting the new governance structure – from the executives’ offices – to Parliament in the institutional strengthening and capacity building of its fledgling offices. As SUBATRA is approaching its middle-programme cycle, it has already achieved significant milestones and gained the trust and confidence of its government counterparts. Against this backdrop, SUBATRA has received a lot of requests for many additional support –from technical assistance to logistical needs of various BARMM offices. In this light, therefore, SUBATRA needs to develop and implement a strategic framework on its support interventions to the BTA. As numerous requests of support have been received, SUBATRA needs to engage a dynamic and synergetic coordination system with all the partners so that it can foster a coherent approach and develop an effective communication and liaison network. Thus, to address the gaps on synergetic coordination and liaison network, SUBATRA (under TAT particip) needs to engage a Programme Coordinator(PC) who shall serve as a link between the Programme Management Unit (PMU), team members and stakeholders
Description de poste
The role is designed to enhance the efforts of the Programme Director (PD) and the Team Leader (TL) by providing valuable technical support. This entails executing tasks independently, even when facing stringent deadlines and collaborating seamlessly within a team. Primarily, this position revolves around aiding the PD and TL in the day-to-day operations of the program. This involves diligent observation to guarantee the program's administrative and managerial aspects are of the highest quality and efficiency. Under the PD and TL's guidance, this role actively oversees and ensures the program's activities are conducted with excellence.
Furthermore, this role encompasses establishing connections with partners and stakeholders. It's pivotal in maintaining effective communication and facilitating the smooth exchange of information related to program management. This flow of communication extends across the members of the Program Management Unit (PMU), key institutions/agencies within BARMM, civil servants, development partners, and external services.

The assignment is intended full-time, it has a duration of one year and may be extended for another year, subject to availability of funds. The duty station shall be in Cotabato City, Philippines. The maximum number of workdays per year is 220.
