MEDIUM NON KEY EXPERT – PROMPT ENGINEER
Description du projet
The overall objective of the contract is to deliver and make operational required information systems addressing gaps, supporting the DG INTPA, DG ENEST, DG MENA, FPI and EC strategies as well as engaging in a business transformation, starting with the harmonisation/simplification of business processes.
The assignment relates to Business Management and Horizontal issues related functions which directly contribute to Specific Objective 1 “Provide support to the business owner (system owner) in line with the Commission PM2 standards for: a) Business management in terms of requirements, tests, and process management; b) Project management; c) Change management; d) Provision of ad hoc long term and short-term expertise”.
The Consortium of Particip GmbH / NTT DATA Belgique SRL / NTT DATA Spain SLU has been contracted to implement the project “Support for programme management and implementation of information systems for external relation DGs” Service Contract N°: EC-INTPA/2025/EA-RP/0133.
Description de poste
The non-key-expert’s assignment shall support the Strategy Team and contribute to the implementation of the following activities:
- Design, test, refine, and maintain prompts, prompt libraries, templates, and prompt chains for generative AI tools.
- Translate business or operational needs into prompt-based workflows, including defining use cases, expected outputs, guardrails, and human review points.
- Evaluate AI outputs for relevance, consistency, completeness, bias, hallucination risk, and usability, and adjust prompts accordingly.
- Collaborate with subject-matter experts, digital teams, and service providers to improve output quality and ensure contextual accuracy.
- Prepare user guidance, standard operating procedures, prompt documentation, and training materials.
- Support the rollout of AI-enabled solutions through testing, feedback collection, user support, and continuous improvement.
- Contribute to responsible AI governance by embedding safeguards related to privacy, confidentiality, transparency, safety, and human oversight.
- Monitor developments in generative AI, prompt engineering methods, and relevant EU digital and AI policy frameworks
- Maintain and update the AI website and communication channels, and support the publication and dissemination of news, updates, communication materials, and key information to relevant audiences.
- Close coordination with Team Leaders within the Sector.
- Any other tasks identified during the project implementation in line with the project needs.
Conditions requises
Qualifications and skills
- Minimum qualification: EQF/ISCED level 7 (master level or equivalent diploma) field linked to the assignment OR EQF/ISCED level 6 (bachelor level or equivalent diploma) in the same field plus equivalent professional experience of minimum four years (880 FTE) in the same fields, in addition to the minimum general professional experience requirement mentioned below.
- Fluency in English for oral and written communication as well as comprehension (C1 level).
- Fluency in French will be considered an asset
General professional experience
- Minimum general experience: at least 4 years of (880 FTE) professional experience in a field linked to the assignment;
- Previous experience in international cooperation will be considered an asset;
- Proven experience in operations is an asset.
Specific professional experience
- Proven experience in prompt design, testing, and optimisation for large language models and generative AI systems.
- Experience in designing AI-assisted workflows for tasks such as drafting, summarisation, question-answering, document analysis, or knowledge retrieval.
- Understanding of responsible and human-centric AI principles, including transparency, safety, non-discrimination, privacy, and respect for fundamental rights.
- Familiarity with data governance, confidentiality requirements, and secure handling of sensitive information.
- Experience in evaluating AI performance through structured testing, benchmarking, and iterative refinement.
- Ability to work in institutional, public-sector, donor-funded, or regulated environments where traceability and accountability are important.
- Experience in capacity building, user training, or supporting organisational uptake of digital tools is highly desirable
- Prompt engineering certifications such as: Google Cloud Professional Machine Learning Engineer, AWS Machine Learning Specialty, DeepLearning.AI Generative AI with LLMs, Databricks Generative AI Engineer Associate, Microsoft Azure AI Engineer Associate, or equivalent are required.
