Particip GmbH is establishing a pool of national and international experts for the upcoming EU Cooperation Facility for Myanmar. The Facility will provide short- and medium-term technical assistance supporting EU cooperation across peace and governance, education, sustainable livelihoods, civil society engagement and green growth. Experts will contribute to studies, technical assistance, evaluations, monitoring, capacity development, stakeholder engagement and research.

Particip is establishing a pool of national and international non-key experts to provide flexible technical assistance throughout the implementation of the EU Cooperation Facility for Myanmar. We are seeking experienced professionals with expertise in one or more of the Facility's priority areas, including project cycle management, programme formulation, monitoring, evaluation and learning (MEL), third-party monitoring, and results-based management. We are particularly interested in experts with sectoral experience in peacebuilding, governance, human rights, conflict sensitivity, political economy analysis, civil society strengthening and localisation, education and human development, sustainable livelihoods, agriculture, climate and green growth, as well as gender equality, social inclusion and disability inclusion. The Facility will also require specialists with strong analytical and facilitation skills, including experience in research, surveys, socio-economic analysis, stakeholder engagement, consultation and workshop facilitation, capacity development, training and knowledge management. Applicants are invited to indicate their principal area(s) of expertise in their application. Assignments may be home-based, international or implemented in Myanmar, depending on project requirements and the operating context.

Conditions requises

Particip welcomes applications from both senior and junior experts.
Senior Experts

  • university degree in a relevant discipline;
  • at least 7 years of relevant professional experience;
  • substantial technical expertise in one or more of the areas listed above;
  • strong experience in international development cooperation;
  • demonstrated experience in Myanmar;
  • ability to deliver high-quality analytical and technical outputs within short timelines;
  • excellent English-language skills.
Junior Experts
  • university degree in a relevant discipline;
  • at least 3 years of relevant professional experience;
  • relevant technical or sector expertise;
  • experience working in Myanmar;
  • strong research, analytical, coordination or implementation skills;
  • good written and spoken English.
Given the current context, the EU programme stresses the importance of up-to-date country knowledge, conflict-sensitive approaches, local civil society engagement and flexible working modalities. For this reason, we also strongly encourage applications from: professionals currently based inside or around Myanmar; experts with established networks among local CSOs, research organisations, development actors and professional communities; international experts with substantial professional experience in Myanmar; experts experienced in remote management, difficult-access environments and conflict-sensitive programming.
