Final evaluation of IcSP support under the Commission Decision C(2014)2336 of 3.4.2014 "Support to election observation and related confidence-building measures in Ukraine"
The overall objective of this assignment was to conduct a final evaluation of the actions funded under IcSP EAM "Support to election observation and related confidence-building measures in Ukraine" (CRIS reference ICSP/2014/037-418).
The main objectives of this evaluation were to provide the European Commission, the European External Action Service, the Ukrainian authorities, the implementing partners, and other relevant stakeholders with:
- an independent assessment of the overall implementation of the actions funded under the IcSP Decision C(2014)2336, with particular focus on the relevance and the achievement of the objectives;
- lessons learned and recommendations on the main issues to be taken into account for the design and implementation of future IcSP interventions and their complementarity with other EU-funded interventions.
The specific objectives of this final evaluation were:
- to assess the performance and achievements against the objectives set out in the Commission Decision of three specific IcSP interventions funded under the decision;
- IcSP/2014/345-016 and IcSP/2015/359-338 - Support to OSCE Special Monitoring Mission to Ukraine, including provision of recommendations to improve the implementation of subsequent phases of the OSCE Special Monitoring Mission to Ukraine (SMM) support;
- IcSP/2014/345-095 - Reanimation Package of Reforms (RPR) - enhancement of constitutional, anticorruption and legal reforms in Ukraine, including an assessment of the continued impact and sustainability of the RPR project following the end of EU funding;
- to identify and document key lessons learned;
- to provide advice and recommendations for programming, management and delivery of future IcSP support to Ukraine.
