Development of a Monitoring Framework for the Uganda NIP-11th EDF
On the basis of Uganda's National Development Plan (NDP) I, on 17 December 2014 a National Indicative Programme (NIP) was signed between the EU and Uganda, establishing the sectors of intervention (transport infrastructures, good governance and food security and agriculture). The document also contains the performance indicators and their sources of verification. The indicators chosen for measuring progress under the 11th EDF were selected from the Government Annual Performance Report (GAPR), the Joint Budget Support Framework (JBSF) and sector specific Annual Progress Reports.
The global objective of the assignment was to permit a smooth implementation of the programme described in the National Indicative Programme (NIP), giving solid elements for any ratification or adjustment needed for its second phase. The specific objective was to populate the monitoring matrix established in the NIP by compiling data and information for establishing baseline and target indicators.
