The overall objective of the project was to support China in meeting the environmental, energy, and carbon intensity targets defined in the 12th Five-Year Development Plan. The overall objective the evaluation was to assess the extent to which the project has achieved its purpose to date, what the level of attainment of concrete outputs was and to make recommendations on its potential for a successful completion.
The specific objective was to assist Chinese cities in adopting energy and resource efficient ecological solutions by sharing experiences on sustainable urbanisation between Europe and China.
