The global objective was to assist the EU Delegation in the preparation of detailed design of a programme 2017-2020 dedicated to supporting implementation of international human rights conventions.
The specific objectives of the project were as follows:
1. Study the sector context, conduct stakeholder analysis (political economy of the sector) and assess feasibility.
2. Conduct multi-stakeholder consultations to obtain a consensus and good level of ownership from all relevant counterparts for the future programme.
3. Advise on possible modalities of assistance acceptable to beneficiaries.
4. Develop full set of draft programming documents required for the project identification, formulation and contracting.
