The overall objective of this assignment was to conduct a final evaluation of the Job Creation Programme, assessing the implementation and achievements of the Job Creation Programme (JCP) in Gaza, in particular according to the Organisation for Economic Co-operation and Development (OECD)/Development Assistance Committee (DAC) evaluation criteria (relevance, efficiency, effectiveness, sustainability and impact), and to the EU specific evaluation criteria (EU added value, complementarity, coherence and coordination).
The final evaluation provided the Palestinian authorities, UNRWA managers, the relevant external co-operation services of the European Commission and the European External Action Service, and the wider public with sufficient information to:
- make an overall independent assessment about the past performance of previous phases of the JCP, paying particular attention to the impact of the intervention actions against its objectives;
- to document lessons learned and to develop practical recommendations on the management and delivery of most recent on-going phase of the JPC; and
- to provide advice on the main issues to be taken into account for the design and implementation of future interventions under the Instrument contributing to Stability and Peace (IcSP), in particular the new allocation to the JPC still to be contracted, or other EU instruments.
