The global objective of the assignment was to ensure an appropriate integration of environmental and climate change concerns in the implementation of the 11th EDF Agriculture Focal Sector.
Specific objectives of the assignment were:

• Describe, identify and assess the likely significant effects on the environment of implementing the 11th EDF – Agriculture focal sector and the projects under preparation, as well as the most important environmental and natural resource related constraints bearing on the implementation of this Programme.
• Provide decision-makers of the Government of Swaziland and the EU with relevant information (quantitative and qualitative) to identify and assess the adequacy of environmental management and climate change adaptation measures in the Programme and the projects under preparation.
• Provide concrete recommendations on mitigation or adaptation measures to be integrated in the Programme and projects under preparation so that potential negative effects can be minimized and positive effects can be optimized.
