Mid-term evaluation of the Health Sector Support Program in Tunisia 'Essaha Aziza'

The Health Sector Support Programme (“Essaha Aziza”, financing agreement ENI/2016/39-819) is composed of two phases: the first phase starts in 2017 with an overall budget of EUR 20 million and the second starts in 2021 (following an extension in the form of a budget reinforcement decided in 2020), increasing the overall budget to EUR 70 million. Its general objective is to support Tunisia in improving healthy living conditions and promoting the well-being of all and at all ages. More specifically, the program aims to improve the performance of the health system in Tunisia, particularly in terms of front-line services, surveillance, emergency, telemedicine and family, community and hospital care.
This evaluation is a "mid-term evaluation" and covers the period from the start of intervention activities in 2017 until mid-2023 (30/06/2023). Its aim is to provide an independent analysis of the programme's performance, highlighting the qualitative and quantitative results in relation to the objectives. More specifically, it will assess the relevance of the intervention's focus areas in light of the results obtained. It will also verify the proper delivery of equipment (including destination, allocation, use, and associated training). Additionally, it will evaluate the intervention's performance in terms of the results achieved and the resources allocated, as well as the satisfaction of users of frontline health services. The recommendations aim to contribute to the reflection for the next strategic programming in the health sector and to inform future interventions by 2025/2026.
