Third Party Monitoring in Afghanistan for the Forest Landscape Restoration (FLR) Project

The Forest Landscape Restoration for Food Security (FLR) Project in Afghanistan aims to restore ecological and productive functions of degraded forest landscapes and improve the availability of natural resources by means of an integrated landscape approach. This shall ultimately contribute to addressing the problem of food insecurity in the country.
The FLR project operates in the provinces of Badakhshan, Baghlan, Khost, Paktia, and Samangan in three defined outputs:
  • Restoring landscapes at village level
  • Enhancing resilience to natural disasters
  • Strengthening the capacity of important actors in the restoration of forest landscapes
The objective of this service contract is the monitoring of impact of the activities that are implemented by the NGOs in the Badakhshan, Baghlan, Khost, Paktia, and Samangan provinces of Afghanistan according to a monitoring concept that will be developed together with the consultant. The monitoring field visits will mainly be focused on conversations with the implementing partners and project beneficiaries (e. g. questionnaires, surveys) as well as visual verification of project activities and outputs, and the collection of GPS data (where it is safe). It will be conducted together with the implementing NGO partners, taking into account the different local circumstances.
  • Increasing knowledge of the situation in areas with restricted or no access by GIZ
  • Verifying the level of accuracy of the information reported by the implementing) partners (qualitative/quantitative), especially with a qualitative focus on female participation, through own data collection
  • Support the integration of cross-cutting issues (esp. gender-inclusion and inclusion of marginalized groups) into planning, monitoring, and evaluation of activities. Therefore, related data will have to be collected, and all data collected should always be disaggregated by gender, age, minority group, vulnerability, district etc. (to be specified for each assignment)
  • Supporting conflict sensitivity of activities, e.g., by covering unexpected positive and negative outcomes or risks, etc.
  • For evaluations: determining the relevance, coherence, effectiveness, efficiency, and sustainability of the project activities. Regarding durability / sustainability, the short- and long-term effects of the respective activities have to be assessed.
