Evaluation - EU Support to the Global Climate Change Alliance (GCCA) through Capacity Building, Community Engagement and Applied Research in the Pacific project Phases I and II
The evaluation will assess the Action using the five standard DAC evaluation criteria, namely: relevance, effectiveness, efficiency, sustainability and impact. In addition, the evaluation will assess two EU specific evaluation criteria:
- the EU added value (the extent to which the Action adds benefits to what would have resulted from Member States' interventions only);
- the coherence of the Action itself, with the EU strategy in the Pacific and with other EU policies and Member State Actions.
And in addition:
- The matching of the needs of national and local partners;
- The materialisation of the expected results (or perhaps only some of them) and their facilitating and contrasting factors;
- The performance of the management and its capacity to adapt to changing conditions;
- The governing mechanisms of the Action;
- The contribution to SDGs (4,5,13).
