This project was part of the programme "Institutional Strengthening of AMEXCID" which is a Mexican development agency. The programme aimed at launching innovative joint initiatives to implement global agendas and to improve the instruments and governance structures in AMEXCID.
In the framework of this contract, services in two major areas were provided:
1) Impact monitoring

• Recording the direct effects of the individual measures (outcome - specific) and their aggregation with regard to overall achievement indicators (outcome - program objective level);
• Recording the indirect impact of the program indicators and individual measures for the 2030 Agenda in Mexico, as well as GIZ's sector-specific, aggregated governance indicators.

2) Impact evaluation: The contribution of the project to the institutional anchoring of Mexican cooperation policy

• Evaluation of the contribution of the project to the cooperation policy AMEXCIDs on global topics and agendas and the impact on German-Mexican cooperation in global topics and agendas;
• Evaluation of the contribution of the project to the implementation of the cooperation policy (PROCID: Programa de Cooperación Internacional al Desarrollo) within Mexico and at international level;
• Evaluation of the strategic approach of GIZ to promote a development agency with recommendations for similar projects and approaches.
