Senior Non-Key Expert to support the PDNA for Moldova

Project description

The project assists, together with the UN and the WB, countries affected by crisis with identifying, developing and implementing recovery activities through RPBA/PDNA processes. This consists of supporting joint PDNA/RPBA missions in-country/in region. Furthermore, the project supports further development of the joint PDNA/RPBA methodologies, tools, training programmes, promotes the values and principles of EU as external actor and ensures inclusiveness of RPBA/PDNA processes. The project operates through a key expert team composed of a Senior Advisor on RPBA and a Senior Advisor on PDNA and can deploy short term expertise on demand.

Job description

The expert will be working, under the guidance of the EU PDNA Coordination Support Office Mission Leader and will regularly inform the EU Delegation to Moldova on progress of the PDNA.

The assignment is still in the early stages of development and the requirements and tasks are currently indicative.

  • Coordinate, support and liaise with government, UN and other expert partners;
  • Support the overall implementation and finalization of the results of the PDNA assessment using the approved methodology, or
  • Provide technical assistance to the EU Delegation in the framework of the PDNA exercise, as required;
  • Contribute to the drafting of the final report.

Requirements

  • Academic degree at Masters level or equivalent of no less than 10 years demonstrable experience working in development, in particular in the fields of disaster assessment teams and coordinated methodology development.
  • Demonstrable 10+ years of experience in implementing PDNA sectorial assessments.
  • Demonstrable 10+ years of experience in undertaking assessments particularly in overlooking data collection, data analysis and reporting. 
  • Full command of English and Romanian.
  • Demonstrable experience of working in Moldova.
