Project description

This opportunity is still at prequalification stage, so the following information is indicative. The dates given are also estimates based on the deadlines and duration of procedures typically set by the EU Contracting Authorities (Please note that the Terms of Reference are not available until the tender stage).

The contract seeks to promote intercultural dialogue and cooperation between the EU and the targeted partner countries through a diverse range of activities, including art exhibitions, high-impact cultural events, people-to-people exchanges, EU Model simulations, and collaborative projects involving cultural and creative industries (CCIs). These activities will provide opportunities for a wide range of stakeholders to engage, share ideas, and co-create innovative initiatives that address common global challenges. The contract will build sustainable cultural networks at both grassroots and institutional levels, deepening long-term connections among the partner countries and with the EU.

Job description

This is an indicative profile based on the information available at prequalification (ToR not available until the tender stage).

Duty station/modality: Bangkok/Tokyo/Singapore/homebased

Core function: Overall project coordination; overall and daily management of the project team; main interlocutor with the three EU Delegations and stakeholders in Thailand, Japan and Singapore; ensures timeliness and quality of deliverables

Key responsibilities: Lead planning and coordination of support measures and deliverables; Provide strategic inputs across sectors supported by the technical assistance; Ensure quality control of outputs, responsiveness to EUD decision-making needs, and smooth coordination across EUD sections/stakeholders.

Qualifications & skills

  • Master’s degree or equivalent diploma in a discipline relevant to the scope of the assignment such as public relations, public diplomacy, cultural studies, marketing, communication and events management. In its absence, equivalent professional experience of at least five (5) years (on top of the below mentioned 10 years of general professional experience).
  • Communication and outreach skills, including content creation for media or social media, event promotion, audience engagement product design.
  • Excellent speaking, drafting and editing skills in English.
  • Good knowledge of EU institutions and policies related to public and cultural diplomacy would be an asset.

General experience
  • Minimum 10 years of general professional experience in one or more of the following areas: international and/or public relations, public diplomacy, cultural diplomacy, curation of cultural events, event management, communication/media, and strategic marketing.

Specific experience
  • At least 5 years of specific experience in EU project/programme management, including planning, identification/formulation of activities, budgeting, implementation oversight, and monitoring.
  • At least 5 years as Team Leader / project coordinator on international development cooperation assignments or demand-driven technical assistance facilities.
  • Minimum 5 years of specific professional experience in culture and in communication that includes:
    • Cultural and creative sectors promotion: curating of cultural initiatives (literary/ film festivals, art exhibitions/ installations), event management (workshops, conferences, webinars, panel discussions), and facilitation of exchanges between cultural and creative industry representatives/ experts.
    • Communication strategy and campaign roll-out: strategic planning and marketing, outreach via electronic and print media, creating content for and managing social and digital media, communication design and news media analysis.
  • At least one proven work experience in public or cultural diplomacy with or in Thailand, Japan or Singapore.
  • At least one proven work experience related to effective communication towards local target groups such as:
    • Think-tanks, political researchers, CSOs, business representatives and policy makers,
    • Students and Academic Institutions in the targeted countries and the EU,
    • Alumni of EU funded programmes,
    • Young Thai, Japanese or Singaporean audiences,
    • Cultural organisations and operators.

Desirable assets
  • Having access to a network of cultural institutions and organisations in Thailand, Japan or Singapore would be an asset.
  • Prior experience in Thailand, Japan, Singapore or other Asian countries.
