This project will support the planning and execution of multiannual strategic communication campaigns in an effective way on a Caribbean-wide, regional scale.
This should ensure more impactful communication on the EU’s international partnerships’ objectives and external policy priorities.
The facility should contribute to raising awareness and shaping positive perception of the EU and its role in the Caribbean.

Location / Place of Performance: based in Barbados with 2 missions per year to other countries covered by this contract: Antigua and Barbuda, Bahamas, Belize, Cuba, Dominica, Dominican Republic, Grenada, Guyana, Haiti, Jamaica, Saint Kitts and Nevis, Saint Lucia, Suriname, Trinidad and Tobago, Saint Vincent and the Grenadines

The key expert/team leader will be responsible for coordinating the work conducted under this service contract and for ensuring the timely delivery of the requested services described in the terms of reference, including quality control.

Full-time position (640 working days over 3 calendar years)

Requirements

Qualifications and skills

  • Master’s degree in advertising, marketing, content marketing, media communications, or campaigning or any other fields relevant to this assignment, or a Bachelor's degree in the same fields plus 4 years of relevant experience in addition to the 12 years professional experience;
  • Proficiency in English (oral and written).
General professional experience

A minimum of 12 years of professional experience in advertising, marketing, content marketing or 360° campaigns.

Specific professional experience

Within the above 12 years of professional experience required, the expert has to demonstrate:

  • A minimum of two years of experience as a team leader in overseeing and coordinating relevant activities; or equivalent multiple short-term assignments totalling 24 months;
  • A minimum of two years in managing campaigns; or equivalent assignments totalling 24 months;
  • A minimum of two years in work with the public sector (preferable) or with implementors of actions financed through public funds; or equivalent assignments totalling 24 months;
  • Demonstrated experience working across multiple Caribbean countries is required. Proven access to local expertise networks in the region will be considered a strong advantage.
