Project description

Since the full-scale Russian invasion, Ukraine has experienced heavy fighting, air-raids and strikes on people, communities and infrastructure. FCDO has scaled-up its Overseas Development Assistance (ODA) programming to address the devastating consequences. British Embassy in Kyiv (BEK)’s programming is often in hard-to-reach areas, where the needs are greatest and security threats are heightened. BEK staff cannot travel directly to the highest risk locations to verify the delivery and assure the quality of programmes. Verification and Technical Assurance Programme-Ukraine (VERITAS-UKR) addresses this challenge by providing vital verification, assurance and evidence to improve the quality and integrity of BEK’s ODA programming. VERITAS-UKR will cover: 1) Third Party Monitoring (TPM), 2) generating portfolio-evidence on topics of cross-cutting interest, 3) transparency (supporting monitoring initiatives in civil society).

Job description

  • Support the design of monitoring methodologies, quantitiative and qualitative data collection tools.
  • Contribute to risk assessment and adaptive programming recommendations.
  • Produce high-quality M&E reports and other reports and briefs as required.
  • Ensure adherence to safeguarding and ethical data collection standards.
  • Provide training and support to field teams for implementation of data collection tools and methodologies.
  • Conduct field verifications of programme delivery as needed.

Requirements

  • Minimum 7 years of experience on Monitoring & Evaluation projects in Ukraine.
  • Technical expertise in monitoring methods, including field-based and remote monitoring, beneficiary feedback collection, data triangulation, and risk-based sampling.
  • Strong analytical and reporting skills.
  • Fluency in Ukrainian and English is required.
  • Ability to work in Kyiv.
  • Previous experience on third party monitoring projects preferred.
  • Familiarity with digital and remote data collection tools, geospatial analysis, and innovative monitoring techniques is preferred.
