The Bangsamoro Transition Authority (BTA) Parliament is dedicated to reinforcing its legislative capacity and enhancing the skills of its members and staff in translating research writing into actionable and impactful policy legislation. This capacity-building initiative is part of the Parliament's broader commitment to enhancing its governance processes, fostering a more effective legislative environment, and promoting evidence-based lawmaking. By strengthening the ability to convert research findings into coherent and implementable legislative documents, the Bangsamoro Parliament aims to ensure that policies are grounded in sound research, reflective of the needs of the people, and aligned with the goals of sustainable development and inclusive governance.

This initiative is supported by the Support to the Bangsamoro Transition (SUBATRA) Programme, which aims to assist the Bangsamoro Parliament in developing its institutional capacity and promoting the implementation of key reforms necessary for a well-functioning legislative body. As part of its objectives, the SUBATRA Programme supports the Parliament’s efforts to build technical expertise in law drafting, policy formulation, and research writing.In light of these objectives, the Parliament recognizes the need for specialized support in the area of law drafting, policy formulation, and research writing. Effective lawmaking is an intricate process that requires not only an understanding of legal frameworks but also the ability to translate complex research data into clear, concise, and legally sound documents that address real-world challenges. However, a gap in capacity exists, with some members and staff lacking formal training in drafting laws or translating research into policy action.

To bridge this gap, the SUBATRA Programme seeks to engage a Senior Consultant with a deep understanding of the lawmaking process, policy analysis, and the technicalities of law drafting. This consultant will be responsible for delivering tailored training, coaching Parliament staff, and equipping them with the tools and techniques necessary for converting research into effective legislative proposals. Through this consultancy, the Parliament aims to empower its members and staff to better contribute to the crafting of policies that are informed by evidence and focused on addressing the region's most pressing issues.This initiative is not only essential for enhancing the legislative capacity of the Bangsamoro Parliament but also pivotal in fostering a more inclusive, transparent, and accountable governance system. By equipping its personnel with the skills needed to convert research into policy, the Parliament will be able to draft laws that better respond to the needs of its constituents and fulfill its mandate as an institution of governance that reflects the values of the Bangsamoro people.

Job description

The assignment shall have a duration of 20 working days. The consultant will work remotely, with occasional in-person consultations in BARMM or other designated locations, as required.The Consultant will be responsible for the following:

• Conducting a comprehensive assessment of current research writing practices within the Bangsamoro Parliament, identifying key challenges in translating research into legislative actions.
• Developing and delivering a detailed training program tailored to the specific needs of the Bangsamoro Parliament staff, focusing on the conversion of research findings into legal frameworks and policies.
• Providing individual coaching and guidance to selected Parliament members and staff, focusing on improving their skills in policy formulation and law drafting.
• Facilitating interactive workshops that include both theoretical knowledge and practical exercises on law drafting and policy translation.
• Revising training materials and modules based on feedback to ensure relevance and impact.
• Delivering a comprehensive final report, summarizing the achievements, challenges, and outcomes of the consultancy.

The Consultant will be required to deliver the following:

1. Assessments, Consultations, and Initial Coaching & Drafting Training Modules
2. Individual Coaching, Training, and Revising Training Modules 
3. Implementing Training on Conversion of Research into Policy and Legislation (Law Drafting) and Writing Final Report

Requirements

General qualifications and skills 

  • Master’s degree or equivalent in Law, Public Policy, Political Science, or a related
    field
  • Fluency in English is required; knowledge of local languages (e.g., Tagalog or local
    Bangsamoro dialect) is an advantage
  • Strong analytical and conceptual skills, with the ability to distill complex ideas into
    practical and actionable legal documents.
  • Excellent communication skills, both written and oral, with the ability to convey
    complex legal concepts in simple, understandable terms

General Professional Experience
  • Extensive experience  in legislative drafting, policy formulation,
    and legal writing, ideally with a focus on the public sector or parliamentary systems
  • Proven track record in drafting legislation and converting research into policy
    documents
  • Strong understanding of legal research methodologies, policy analysis, and lawmaking
    processes
Specific Professional Experience
  • Demonstrated experience in conducting training and coaching on law drafting and
    policy formulation
  • Experience working in or with parliamentary systems in post-conflict or developing
    regions is preferred.
