The Government of the Republic of the Philippines (GPH), with support from the European Union (EU) is implementing the "Support to the Bangsamoro Transition Authority" (SUBATRA). The purpose of SUBATRA is to contribute to a smooth and timely undertaking of the transition through capacity building of the three branches of the Bangsamoro Government to promote an enabling good governance environment with a focus placed on capacities that are critical for a sound functioning of interim institutions: This mission envisions to pursue multiple purposes in support to the achievement of Output 1.2 of the SUBATRA Programme more especially under the following targets:

  • Result 1.7 Enhanced capacity of the Ministry of Interior and Local Government (MILG)
The BARMM Ministry of Interior and Local Government (MILG) was created with the establishment of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in 2019. This stemmed from the passage of the Bangsamoro Organic Law (BOL), which sought to address the long-standing conflict and desire for self-determination in the region. The MILG is responsible for promoting peace and order, ensuring public safety, and overseeing local governance within the BARMM. It plays a crucial role in facilitating the transition towards greater autonomy and providing essential services to the Bangsamoro people.One of the key initiatives of the BARMM MILG is the Local Government Units' Assistance for Innovative Practices (LGAIP) program. This program aims to encourage and support local government units (LGUs) in developing and implementing innovative solutions to address challenges in their communities. The LGAIP recognizes that LGUs are at the forefront of service delivery and are best positioned to understand the unique needs and contexts of their constituents. By fostering innovation, the program seeks to improve governance, enhance public service delivery, and promote sustainable development within the BARMM.The LGAIP program provides technical assistance, capacity building, and financial support to LGUs that demonstrate exemplary and innovative practices in areas such as peacebuilding, social services, economic development, and environmental protection. It serves as a platform for LGUs to share knowledge, learn from each other, and replicate successful initiatives. Through the LGAIP, the BARMM MILG aims to empower LGUs to become more effective, responsive, and accountable to their communities, ultimately contributing to the overall development and progress of the Bangsamoro region.

Job description

Objective

This consultancy engagement will involve a thorough review and revision of the LGAIP documentation. The consultant will analyse the existing draft, provide feedback, and make necessary revisions to ensure clarity, accuracy, and completeness. The final deliverable will be a fully edited and formatted document ready for publication and dissemination
Layout using standard applications, e.g. Adobe Photoshop and InDesign.

Scope of Work

The consultant will be responsible for the following key tasks:

  • Review of the existing draft LGAIP documentation to identify areas for improvement in clarity, structure, and content.
  • Gathering supplementary information and data to enrich the LGAIP stories and provide a more comprehensive understanding of the program's impact. The consultant will be required to travel to LGAIP sites if necessary.
  • Rewriting the documentation in accordance with the agreed-upon style and format, ensuring consistency and readability, in consultation with Key Expert 2 and the MILG representative.
  • Proofreading the final text to eliminate any errors in grammar, spelling, punctuation, and style.
  • Submitting the finalized documentation in a polished layout format ready for publication and dissemination.
The consultant shall be under the direct supervision of the Key Expert 2.

Requirements

General qualification and skills

  • University degree, preferably in Journalism, Media Studies, and Social sciences or related fields
  • Excellent writing and lay-outing skills
  • Demonstrated flexibility, adaptability and understanding in taking on consultancy for development projects; and
  • Fluency in spoken and written English including excellent report writing skills.
  • Knowledge of the local dialect is an asset
General professional experience
  • At least 5 years of experience in technical writing and copy editing.
  • At least 5 years of experience in layout using applications such as Adobe Photoshop and Indesign.
Specific professional experience
  • Knowledge of the Bangsamoro region, current situation and peace process
  • Experience working with the Bangsamoro government is an asset.
  • Experience in implementing EU projects will be an asset but not required in this assignment.
