The Bangsamoro Transition Authority (BTA) Parliament is the legislative body of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Since its establishment on March 29, 2019, it has passed a total of 399 Adopted Resolutions (ARs) and 49 Bangsamoro Autonomy Acts (BAAs).The Plenary and Committee Affairs Department (PCAD), under the Office of the Secretary-General, provides technical and legislative support to the Members of Parliament in the latter’s conduct of plenary and committee activities. This includes the formatting, styling, editing, proofreading, reviewing, and finalization of legislative documents of the BTA Parliament.Currently, the PCAD has no existing guidelines or stylebook that would serve as a basis for the standard and uniform formatting and styling of the adopted and approved measures of the Parliament. This results in a different and inconsistent format of ARs and BAAs released by the Parliament. The PCAD has three services under it, namely: the Plenary Support Service (PSS), the Parliamentary Committees Support Service (PCSS), and the Statutory Committees Support Service (SCSS). The PCAD has drafted a temporary guideline covering some of the processed and produced legislative measures and documents by the PSS. However, it needs to be reviewed for finalization. In addition, there is a need to incorporate guidelines of the two committees support services of the PCAD, which are the PCSS and the SCSS, to produce a more comprehensive and harmonized stylebook for the Bangsamoro Parliament.This consultancy is aimed at harmonizing the initial stylebook drafted by the legislative secretariat on the styling and formatting of legislative documents of the Bangsamoro Parliament. This stylebook shall be of great help to the legislative secretariat as it will serve as their basis in performing the functions of formatting, styling, editing, proofreading, and review of the legislative measures and documents of the Parliament.

Objective
The overall objectives of this consultancy work are:
- To review the existing draft stylebook of the PCAD that is focused on the legislative measures and documents processed by the PSS;
- To review and consolidate the existing draft stylebook of the two committees support services: PCSS and SCSS;
- To provide consultancy and technical assistance to the Technical Working Group (TWG) for the finalization of the Parliament Secretariat Stylebook composed of select employees from the Parliament Secretariat;
- To consolidate the draft PSS, PCSS, and SCSS draft stylebooks;
- To capacitate the PCAD and its services in the conduct of standard and uniform formatting and styling of the legislative measures and documents of the Parliament; and
- To present the consolidated Parliament Secretariat Stylebook to the Office of the Secretary-General for approval of the Members of Parliament.
Scope of Work
The Non-Key Expert will undertake the following tasks:
- Reviews the existing draft stylebooks of the legislative secretariat;
- Consolidates the existing draft stylebooks of the legislative secretariat;
- Renders technical assistance in the conduct of standard and uniform formatting and styling of the legislative documents of the Parliament;
- Facilitates workshops and hands-on training on –
- Seminar-Workshop on the finalization of the “Guidelines on the formatting and styling of legislative measures and documents produced and processed by the PCSS and SCSS”;
- Seminar-Workshop on the Finalization of the Parliament Secretariat Stylebook;
- Determines other training deem necessary for the effective and efficient implementation of the Parliament Secretariat Stylebook;
- Develops the final draft of the harmonized Parliament Secretariat Stylebook; and
- Presents the Parliament stylebook to the directors and chiefs of PCAD and the Office of the Secretary-General for approval by the Members of Parliament.
Required Outputs/ Deliverables
The assignment shall have a duration of 20 working days. The consultant will work remotely, with occasional in-person consultations in BARMM or other designated locations, as required.The expected deliverables are as follows:
Desk Review Report - Desk review of the draft stylebooks of the legislative secretariat.
Consolidated Draft Stylebooks - Consolidation of the draft stylebooks of the plenary and committees support services.
Capacity Development rendered - Facilitates workshops and hands-on training on –
- Seminar-Workshop on the finalization of the “Guidelines on the formatting and styling of legislative measures and documents produced and processed by the PCSS and SCSS”
- Seminar-Workshop on the Finalization of the Parliament Secretariat Stylebook
- Determines other training deem necessary for the effective and efficient implementation of the Parliament Secretariat Stylebook.
Harmonized Stylebook - Develops the final draft of the harmonized Parliament Secretariat Stylebook
Final Report - A comprehensive report integrating all the guidelines on the standard formatting and styling of the legislative documents from the PSS, PCSS, SCSS, and other legislative secretariat.
Presentation - Presents the stylebook to the directors and chiefs of PCAD for the finalization and review of the document.
- Presents the Parliament stylebook to the Office of the Secretary-General for approval of the Members of Parliament.
Requirements
General Qualifications and Skills
- Bachelor’s degree in Journalism, Communication Arts, Political Science, Education major in English, or related relevant fields. A Master’s degree is an advantage.
- Fluency in spoken and written English including excelling drafting skills, particularly in being able to write documents (such as reports) concisely;
- Fluency/knowledge of at least one local language is desirable but not required.
- Strong analytical and writing skills, with the ability to produce high-quality reports.
- Excellent communication and presentation skills.
General Professional Experience - At least 10 years of experience in working with government and institutions.
- Demonstrated flexibility, adaptability and understanding in taking consultancy for development projects.
- Experience in conducting comparative legal or policy analysis is preferred.
Specific Professional Experience - Familiarity with the Bangsamoro governance structure, legal frameworks, and cultural context is a strong asset.
