Project description

The Civic Engagement Support Facility (“the Facility” or “the Project”) is one of 8 projects composing the Denmark Somalia Bilateral Development Programme (SBDP) that will support the objectives of the Danish Country Strategic Framework (CSF) for Somalia 2024-2028. The CSF sets out three strategic objectives as follows:

  1. Ensure adaptation to climate change through equitable access to resources and enabling inclusive and green growth
  2. Promote stability and security, inclusive state-building and protection of human rights
  3. Strengthen resilience and promote and address displacement and migration
The overall aim of the Facility is to expand the civic space for women, youth and marginalised groups in Somalia including Somaliland and strengthen citizen engagement on rights and accountability with the state at federal, member-state and local level. The Facility falls under CSF’s strategic objective no. 2, with contributions towards the other objectives (i.e. climate adaptation and strengthened resilience). The Project will further support other priorities highlighted in the CSF, including gender equality, women and girls’ rights, stabilisation, and the humanitarian-development-peace (HDP) nexus. The civic space in Somalia including Somaliland is currently limited, and this restricts the ability of citizens, in particular women, youth and minorities, to promote and defend their rights and contribute to democratic development. By supporting the development of civil society and linking local-level civil society with state- and national level organisations, the Facility seeks to improve citizens’ awareness of their rights and opportunities and enhance opportunities for dialogue amongst civil society organisations and with duty bearers, thereby holding duty bearers accountable for decision-making. The Facility will contribute to this through strengthening the thematic and institutional capacity of civil society organisations and facilitate interaction between different segments of civil society. This will enable organisations to serve and interact with their constituencies and interact with government, thereby also enhancing accountability and attention to the issue of rights in Somalia’s development.The Facility will have three funding windows:
  • Window 1: Support to established think tanks capable of producing action-oriented research and dialogue;
  • Window 2: An innovation instrument designed to support creative ideas from civil society which can disrupt the current exclusive practices as pilot projects;
  • Window 3 split into two sub-windows: (a) One sub-window supporting already established organisations to enhance their work on voice, rights and accountability, and (b) the other sub-window facilitating local informal organisations operating at grassroots level to become more operational and capacitating them to engage in dialogue with local and other authorities on their rights.
The Facility will be managed by a Consultant (also called Facility Manager in the following) under a contract with the Danish Mogadishu Representation Office (MRO) in Nairobi (the Client). It is expected that the Facility Manager will have staff based in Nairobi, Mogadishu and Hargeisa. The Facility will operate in different parts of Somalia, including in Somaliland. The Client is currently in dialogue with Sweden and Norway who have indicated intentions to become co-donors to the Facility, likely in 2025 and 2026.

Job description

The Project Manager will lead the entire Facility organisation, including all three locations where Facility staff is based, and will have overall responsibility for the implementation of the Project.The position is full-time over the whole duration of the Project and is based in Nairobi with expected frequent travel to Somalia and Somaliland.

Requirements

Required qualifications:

  • The Project Manager must have a university degree at least equivalent to a Master’s degree in a relevant field such as e.g. social sciences or development studies.
  • The Project Manager must have at least 10 years of post-degree working experience as Head of major development projects in Africa (i.e. multi-year projects, each with budgets of USD 10 million at least).
  • The Project Manager must have at least 5 years of post-degree working experience with supporting civil-society organisations in developing countries.
  • The Project Manager must be able to understand, speak and write English at level C1 according to the Common European Framework of Reference for Languages scale.

Desired qualifications:
  • At least 5 years of working experience with fund management in development contexts.
  • At least 7 years’ experience from working in fragile or conflict-affected contexts.
  • Experience in project leadership from at least 3 different developing countries.
  • Working experience of at least 5 years from the Horn of Africa.
  • Worked in Somalia including Somaliland or with Somalia/Somaliland as primary job content, for at least 3 years.
