Meldea provides the European Commission (DG INTPA, DG NEAR and FPI) with a series of services, carefully geared to support the respective units, DG INTPA.D4, DG NEAR.A4 and FPI.4, in fulfilling their mission of improving the quality of performance, the accountability and learning, with the ultimate objective to ensure the highest possible sustainable impact of interventions financed by the EU external action.

Job description

The Junior Non-Key Expert (JNKE) will mainly contribute to the support provided to DG INTPA, DG NEAR and FPI by the meldea team in the planning, design, implementation, and use of evaluations, and in improving the quality of evaluation deliverables. The expert will also support in other tasks related to other contract outputs, as required.

The main tasks will include:

  • Support for digital tools of the European Commission (including JIRA, EVAL Module and EVAL OPSYS), support to the creation of a set of FAQs on IT issues related to the use of the EC´s digital tools and over time support the response to simple queries.
  • Support requests for data extractions from Commission’s IT platforms, both for the execution of evaluations, the analysis or preparation and/or the updating of documents related to the evaluation.
  • Support the creation of statistics on the requests received on behalf of the Commission’s evaluation services.
  • Ensure storage, maintenance and updating of all existing documents/products related to evaluation.
  • Provide any support to INTPA.D4/NEAR.A4/FPI.4 as required.
  • Support the quality review at contract level, guidelines, training development related to Financing not linked to costs interventions (FNLC).

Requirements

Requirements:

  • Bachelor’s Degree (or equivalent diploma).
  • At least 2 years of professional experience.
  • Proficient command of English (written and oral) and good knowledge of French.
Assets:
  • Experience with evaluations of interventions and/or complex evaluations at sector/strategy/policy levels including budget support operations.
  • Experience with methodological guidance and analytical tools related to evaluation.
  • Prior experience working with EU-funded projects.
  • Prior experience working with the European Commission.
  • Experience on interventions implemented in Sub-Saharan Africa, Asia & Pacific, Latin America and the Caribbean, the European Eastern and Southern Neighbourhood and the Enlargement regions.
  • Knowledge of Spanish and Portuguese.
  • Ability to work and communicate effectively in a multicultural environment.
