Project description
The purpose of the service contract is to enable the EU to assist conflict parties, mediators and groups participating in peace processes at local, national, regional or international level as well as to strengthen the role of the EU in peace mediation. It builds on the experience and lessons learned of three previous phases of European Resources for Mediation Support (ERMES), that since 2014, has successfully implemented more than 120 assignments in support of peace mediation activities worldwide. This will be primarily achieved through the provision of technical expertise to be deployed for mediation and dialogue processes, provide training, coaching and mentoring as well as analysis, research, provision of organisational and logistical support to peace mediation processes, knowledge management products or communication material, among others.
Job description
The profile is based on the previous project ToR and an approximation of the expected criteria and experience required:
The Team Leader/Project Manager will manage and coordinate the implementation of the contract. S/he will be the main contact point to the Contracting Authority for operational (including identifying, mobilising and liaising with non-key experts) issues. S/he will liaise and report to the Contracting Authority on a regular basis on the activities and will facilitate a fruitful and open dialogue between the stakeholders involved (EU actors, partner country authorities, civil society etc.). The key expert will support and supervise the preparation, implementation, and conclusion of assignments undertaken together with, or by, Non-Key experts, and the production of outputs related to specific assignments. Her/his work-time will be spent between the "operational base" in Brussels and missions in the field. The indicative number of missions outside the EU undertaken by the Key expert shall be between two and five per year.

Additional information
All experts should be computer literate (Microsoft basic software WinWord, Excel and PowerPoint). They should also have good knowledge of the EU external action institutions and policies, and knowledge acquired on the role and function of EU Delegations and of the external action financing instruments, especially on mediation and dialogue related processes. Key experts should possess strong inter-cultural and conflict-sensitivity skills.
