Project description

The Government of the Republic of the Philippines (GPH), with support from the European Union (EU) is implementing the “Support to the Bangsamoro Transition Authority” (SUBATRA). As specified in the terms of reference of this programme, the capacity of the Bangsamoro Parliament to effectively exercise its representation, law-making, and oversight functions during the transition is the most critical issue for the consolidation of peace in Mindanao. The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is a newly established political entity in the southern Philippines. The regional government is tasked with implementing the peace agreement between the Philippine government and the Moro Islamic Liberation Front that ended decades of armed conflict in the region.

The purpose of SUBATRA is to contribute to a smooth and timely undertaking of the transition through capacity building of the 3 branches of the Bangsamoro Government to promote an enabling good governance environment with a focus placed on capacities that are critical for a sound functioning of interim institutions, more specifically on the:

  • Capacity of the BTA’s executive branch superstructure to efficiently and formulate and implement key transitional policies and capacity of Office of the Chief Minister to lead the government of the day and line ministries to deliver basic services (output 1)
  • Capacity of the Parliament to exercise its law making, oversight functions and representation functions (output 2),
  • Capacity of the Justice System to adjudicate litigations and improve access to justice (output 3) and,
  • Capacity of the civil society to contribute to a peaceful transition (output 4).
This mission mainly supports the achievement of:
  • Output 1, Component 1: Improved capacity of the executive branch superstructure to formulate and implement transitional policies, more especially it will address:
    • Result 1.1: Enhanced capacity of the OCM to lead Government work.
      • Sub-Result 1.1.3: Improved governmental work operations
        • Activity 17: improved monitoring and evaluation of OCM operations
        • Other emerging activities : promoting monitoring and evaluation in the BARMM MOAs.
The oversight and supervision work over all OCM Service Offices and special and/or flagship project is carried out by the Office of the Senior Minister with technical assistance from the OCM-Technical Management Services (TMS). It will ensure, among others that the institutions and people running the special programs are equipped with the needed capacities and capabilities in project management to pursue their respective objectives.

Job description

Consultancy Objective

The primary objective of this consultancy is to develop and package an M&E guideline and toolkit that can be used by the OCM and its attached agencies, as well as all BARMM MOAs rolling out an effective monitoring and evaluation system that is both consistent and/or compliant to national M&E policies and is results-based. More specifically, the consultancy is envisioned to:

  • Inventorying, review and analysis all M&E systems of OCM and its attached agencies and BARMM MOAs, in terms of the current state and practice of these systems.
  • Engage key M&E personnel of the BARMM inventorying current M&E systems of their respective ministries, agencies and offices, as well as gather their feedback on the feasibility of a unified M&E system that is both compliant to national M&E policies and results based.
  • Develop and finalize an M&E toolkit based on all inventoried M&E systems that is compliant to national M&E policies, with recommendations towards developing and implementing a unified results-based M&E standard.
  • Conduct consultation and ensure buy-in of concerned offices of the toolkit.


Expected Results

Upon completion of this consultancy, it is expected that:
  • A mapping, review and analysis of the existing M&E systems – or equivalent – in each OCM offices and attached agency, and BARMM MOAs;
  • An M&E toolkit produced as guide for OCM and its attached agencies, and BARMM MOAs on how to complete and functionalize the 12 components of an M&E system.
  • Presentation and consultation workshops are carried out for purposes of finetuning and buy-in of concerned agencies.
  • A training design, with PowerPoint presentations and learning materials that will be utilized in the training of M&E personnel of BARMM MOAs in the effective roll-out of the M&E toolkit.

Scope of work

  • Conduct an inventory, review and analysis of all existing M&E systems utilized by all OCM Offices and attached agencies, line ministries, and other offices of the BARMM.
  • Consult with BARMM M&E personnel in inventorising, reviewing and analysing existing M&E systems to identify gaps and ways forward.
  • Develop and finalize an M&E toolkit based on inventoried M&E systems and following the 12 components of an M&E system, with recommendations toward developing and implementing a unified results-based M&E standard.
  • Consult with BARMM M&E personnel to gather feedback on the M&E toolkit.

Requirements

General qualification and skills

    • Graduate studies/degree in any field in social sciences, development studies, and/or relevant experience in the field of project development, monitoring and evaluation, and capability-building for monitoring and evaluation.
    • Fluency in spoken and written English.
    • Fluency/ Knowledge of at least one local language is desirable but not required.
    • Familiarity of the operations of the BARMM and the local culture
General professional experience
    • At least 5 years of experience in monitoring and evaluation work.
    • Experience in working with the BARMM/ARMM government and the civil society at the BARMM level in the areas of monitoring and evaluation.
Specific professional experience
    • Experience working with BARMM/ARMM government agencies in developing and strengthening M&E systems that are both results-based and compliant to national government M&E policies.
    • Experience in capacitating BARMM personnel in M&E-related functions.
    • Experience in implementing monitoring and evaluation activities, whether commissioned by BARMM agencies or by INGOs and UN agencies working in the BARMM, that cover whole or part of the Bangsamoro region.
    • Experience in implementing monitoring and/or evaluation for the EU and its implementing programs and partners in the Philippines and/or the BARMM.

Additional information

The place of posting of the consultant shall be in Cotabato City and but some portion of the tasks can be done in deskwork. The assignment is expected to begin in May 2024, and conclude on or before end of the month June or upon completion of the task. Particip reserves the right to postpone the start or end date of the assignment based on the timetable of the partner stakeholder if deem necessary.
