Project description

The European Neighbourhood Instrument (ENI) Cross-border cooperation (CBC) and Interreg NEXT (acronym for: “Neighbourhood External”) programmes extend the principles of European Territorial Cooperation (ETC) among Member States within the EU, better known as Interreg, to territorial cooperation between Member States and the Partner countries and territories in the Neighbourhood area. They cover both cross-border cooperation (CBC) on land borders and sea crossing as well as transnational cooperation programmes covering sea basins.
Cross-border and transnational (sea-basin) cooperation along EU’s external land and sea borders is a unique form of cooperation between EU MS and neighbouring countries. It provides the framework and opportunities for enhanced people-to-people contacts, cooperation and exchanges essentially at regional and local level, and involves a broad range of actors (local authorities, NGOs, Civil Society Organisations (CSO), universities and other stakeholders).

Job description

Particip has been contracted to implement the project “Facility for the ENI CBC and Interreg NEXT programmes on EU external borders with the neighbouring partner countries” - Service Contract N°: 2022CE160AT012”. The overall objective of the project is to enhance the implementation of the ENI CBC and Interreg NEXT programmes by providing technical support to the programme authorities, beneficiaries and stakeholders – as well as to the Commission – during all phases of the programme cycle.Among its specific objectives, the project aims at increasing the ENI CBC and Interreg NEXT visibility. To achieve this, the project shall support the on-going visibility of ENI CBC and Interreg NEXT projects and programmes through the website, social media and regular publications. Ad hoc tools and ad hoc events are likewise envisaged.

Tasks/ Outputs

1. Increasing visibility of ENI CBC and Interreg NEXT:

  • Research of communication-worthy material, including the update and maintenance of a communication database of ENI CBC and Interreg NEXT projects;
  • Management of project social media, in particular the Instagram account;
  • Contribution to the design and content- preparation of regular publications;
  • Support to the pre-production, filming and post-production of videos;
  • Contribution to the organisation, delivery and follow-up of the annual conference;
  • Organisation, delivery and follow-up of activities in the framework of the European Week of Regions and Cities and the Interreg Annual Event;
  • Organisation, delivery and follow-up of activities in the framework of the communication campaigns managed by DG REGIO which foresee an involvement of neighbourhood CBC programmes;
  • Support to dissemination activities in CBC Partner Countries;
  • Contribution to the update of the TESIM communication strategy and to the on-going monitoring of its implementation, including contribution to six-monthly reporting.
2. Project dissemination and publicity:
  • Contribution to the continuous update of the project website;
  • Support in the implementation of activities to promote and communicate about the project and its services.

Requirements

Qualifications and skills

  • University graduate degree or equivalent professional experience in a field relevant to the sector.
  • Fluent in written and spoken English. Knowledge of French and/or Arabic is an asset.
  • Proven communication skills, public relations and networking abilities.
General professional experience
  • At least 3-year  in the field of communication.
  • Working experience within EU-funded programmes. Experience in cross-border cooperation under the European Neighbourhood Instrument (including Partner Countries), is an asset.
Specific professional experience and competences 
  • Good experience in the use of social media, with a particular focus on Instagram.
  • Graphic design skills (e.g., Canva, Piktochart, Snappa, Infogram, Venngage, etc).
  • Proven writing skills. The use of a journalistic approach is an asset.
  • Entry-level experience in video-making tools (e.g., Filmic Pro, Biteable, Moovly, Wevideo, Videocutter, etc);
  • Experience in the organization of small and large-scale communication events.
