Key Expert 1: Team Leader

Particip is seeking a Team Leader for an upcoming EU-funded public diplomacy and cultural relations facility in China. The facility is expected to support the EU Delegation in engaging audiences and partners through public and cultural diplomacy, communication, events, and people-to-people exchange.
Activities may involve cultural and academic organisations, media, young people, and other stakeholders in Beijing and elsewhere in China.

The Team Leader will oversee the planning and delivery of the facility and serve as the main point of contact for the EU Delegation. Responsibilities are expected to include:
- Leading the project team and coordinating specialist expertise and service providers.
- Planning activities and ensuring they respond to the facility’s objectives and target audiences.
- Building effective working relationships with the EU Delegation and project partners.
- Overseeing resources, outputs, quality assurance, and reporting.
- Monitoring results and adapting activities as needed.
Qualifications and skills
- A master’s degree or equivalent in a field relevant to the assignment.
- Excellent written and spoken English, including strong drafting and presentation skills.
- Strong project and team management skills and the ability to work with a wide range of stakeholders.
- Familiarity with communications, digital media, and events.
- Strong and proven people management skills to lead, motivate, and manage multi-culturalteams and individuals towards delivering high-quality results.
- Basic knowledge of statistics/data collection and analysis and ability to draw useful insightsfrom the activities’ performance to increase and improve future activities.
- 10 years of professional experience relevant to the assignment.
- Experience in public or cultural diplomacy, strategic communication, public relations, international cultural cooperation, or a related field.
- Experience leading teams or projects and working in China.
- Experience turning strategic objectives into activities that engage audiences and partners.
- Location: Beijing, with possible travel elsewhere in China.
- Assignment: Long-term and full-time, subject to the final tender requirements.
- Indicative project start: June 2027, subject to the procurement timetable.
- Indicative implementation period: 36 months.

Working with the Team Leader, Key Expert 2 will help design and deliver activities that engage target audiences in China. Responsibilities are expected to include:
- Developing ideas, content, and communication approaches suited to different audiences.
- Supporting public and cultural diplomacy activities, events, and partnerships.
- Coordinating with contributors, stakeholders, and service providers.
- Helping ensure that activities and materials meet agreed quality standards.
- Using feedback and results to improve future activities.
Qualifications and skills
- A university degree in a field relevant to the assignment. Relevant additional professional experience may be considered in place of the degree.
- Excellent written and spoken English.
- Creativity, attention to detail, and the ability to work effectively in a multicultural team.
- Familiarity with digital and social media and the development of engaging content or activities.
- At least 4 years of professional experience relevant to the assignment.
- At least 2 years of experience in public or cultural diplomacy, communications, content creation, creative design, public relations, international cultural cooperation, or a related field. This experience may be included within the 4 years above.
- Experience working in China and adapting activities or communications to local audiences.
- Experience supporting stakeholder engagement, partnerships, campaigns, or events.
- Location: China; a Beijing base is preferred. Activities may require travel within China.
- Assignment: Long-term and full-time, subject to the final tender requirements.
- Indicative project start: June 2027, subject to the procurement timetable.
- Indicative implementation period: 36 months.
