Project description

We are looking for an experienced Senior Disaster Management and Training Expert to strengthen local disaster preparedness, coordination, and response capacity in Bhutan. The expert will work closely with Dzongkhag Disaster Management Committees and Teams to assess capacities, update contingency planning, and deliver practical, field-based training and simulation exercises. The role also includes regional training for neighbouring Dzongkhags and a national Training of Trainers workshop for first responders. Applicants should hold a relevant Master’s degree, bring at least 10 years of disaster management experience, and have a strong track record in capacity assessment, contingency planning, training, and facilitation, ideally with experience in SAARC countries.

Job description

Role and responsibilities:

  1. Review relevant legislation, guidance, Disaster Management Contingency Plan (DMCP), risk information and previous support.
  2. Assess the selected Dzongkhag Disaster Management Committee (DDMC’s) and Dzongkhag Disaster Management Team (DDMT’s) capacity and training needs.
  3. Facilitate a participatory assessment of local risks, capacities and coordination arrangements.
  4. Design and deliver practical training for DDMC and DDMT members (approximately 40 participants).
  5. Support preparation or updating of a model DMCP.
  6. Design and facilitate a field-tabletop simulation and revise the DMCP accordingly.
  7. Design and deliver regional field-based training for six neighbouring Dzongkhags for selected members of DDMC and DDMT members (approximately 40 participants).
  8. Design and deliver a national Train the Trainer (ToT) workshop for national First Responders for key sectors (approximately 25 participants).
  9. Prepare final report including lessons learned and recommendations.
  10. Produce a Policy Brief and related communication materials.

Requirements

Graduate university degree (Master degree or equivalent qualification) in Disaster Management/ Emergency management/ Climate Change Adaptation/ Environmental Management / Geography, or another closely related discipline.

General Professional Experience:

  • At least 10 years professional work experience in Disaster Management, including in developing countries.
  • Demonstrated experience in the design and delivery of training courses.
  • At least 3 years experience of undertaking rural field-based Disaster Management activities with local communities.
  • At least 5 years of professional experience in SAARC countries (preferable, including, but not exclusively in Bhutan).
  • Proficiency in English oral and written (minimum level C2).
  • Good facilitation, communication and interpersonal skills.
  • Ability to work independently and meet deadlines.
Specific Professional Experience:
  • Demonstrated experience in preparing or updating disaster management and contingency plans at national or subnational level.
  • Demonstrated experience in conducting institutional capacity assessments and designing and delivering disaster-management training.
  • Experience in designing and facilitating tabletop simulation exercises.

Additional information

Location: Thimphu, with travel to the selected Dzongkhag and other locations in Bhutan as required.
Expected duration: October 2026 to March 2027
Fee-based: 40 days
