Project description

The assignment, commissioned by the International Finance Corporation (IFC), will support UkraineInvest in promoting and attracting foreign direct investment into Ukraine’s transport and logistics sector. The project will focus on two complementary workstreams: (i) commercial logistics investments, including logistics real estate, warehousing, 3PL services, intermodal and cold-chain logistics; and (ii) private participation in transport infrastructure and terminal projects, including ports and river terminals, intermodal facilities, road and border-crossing concessions and other investment-ready transport assets. The consultant team will assess Ukraine’s transport and logistics investment landscape, identify priority subsectors and investable opportunities, develop investor-grade promotion materials and value propositions, and map and profile potential investors such as logistics operators, real-estate developers, infrastructure funds, institutional investors and strategic transport operators. The assignment will also support UkraineInvest through targeted capacity building on logistics markets, investor requirements, PPP/concession structures and emerging sector trends, with particular attention to opportunities linked to Western Ukraine/Lviv, the Danube corridor and Kyiv. The overall objective is to equip UkraineInvest with practical tools, market intelligence and sector knowledge to engage credible investors and advance actionable investment opportunities over the coming 2–3 years.

Job description

The Transport and Logistics Sector Expert will lead the sector-specific analysis of Ukraine’s freight transport and logistics market across both commercial logistics and transport infrastructure. The expert will assess relevant subsectors and asset classes, including logistics real estate and warehousing, 3PL services, cold chain, intermodal systems, ports and terminals, rail, road and border infrastructure. The role will analyse market demand, infrastructure and regulatory conditions, TEN-T integration, PPP and concession frameworks, private-sector participation and investor requirements, and contribute technical inputs to investment promotion materials, investor profiling and UkraineInvest capacity-building activities.

Requirements

  • At least 10 years of experience in the transport and logistics sector, covering areas such as commercial logistics infrastructure, supply chain operations, intermodal systems, or logistics real estate markets, as well as transport infrastructure developments, PPP structuring and concession design.
  • Familiarity with TEN-T corridors, EU transport policy, and logistics market dynamics in Central and Eastern Europe.
  • Strong understanding of the commercial logistics investor landscape, including the operational and financial criteria used by logistics real estate developers, 3PL operators, and cold chain specialists when evaluating new markets and locations.
  • Demonstrated experience advising on private participation in transport infrastructure, including risk allocation frameworks, concession agreements, and financial structuring of PPP transactions in roads, rail, ports, or intermodal terminals.
  • Prior experience working in Ukraine or in post-conflict reconstruction contexts will be viewed favorably.
  • Proficiency in Ukrainian will be considered an advantage.
