Project description
Particip GmbH is preparing a proposal for the GIZ-funded Revenue Sector Reform for Sustainable Development (RSRSD) project in Nepal. The project supports Nepal's Ministry of Finance and Inland Revenue Department in strengthening revenue policy, modernising tax administration, accelerating digital transformation and improving taxpayer services. Technical assistance will be delivered through demand-driven short-term expert assignments covering domestic resource mobilisation (DRM), public financial management (PFM), digitalisation and institutional capacity development.
Job description
Particip is establishing an international pool of senior short-term experts to support the implementation of the project. Experts will be mobilised on demand to provide technical assistance, policy advice, studies, capacity development, training, quality assurance and institutional support. We are particularly looking for experts in the following DRM and PFM sub-fields:
- Tax Administration – including tax audits, TADAT, tax administration reform, change management, implementation of BEPS reforms, Exchange of Information standards (CRS/FATCA) and modernisation of tax administrations.
- Tax Law & Policy – including international taxation, tax policy reform, tax legislation, tax expenditure analysis and revenue policy.
- Public Financial Management – including PEFA, revenue forecasting, public procurement, public investment management and debt management.
- Illicit Financial Flows – including FATF standards, AML/CFT, financial transparency and related policy reforms.
- Digitalisation of Revenue Administration – including enterprise tax systems, digital tax audits, customs and excise systems, data warehouses, data analytics and digital transformation of tax administrations.
Assignments may also include organisational development, preparation of manuals and guidelines, mentoring, development of training materials, stakeholder workshops and international study visits.

Requirements
Applicants should preferably have:
- Master's degree in economics, public finance, law, accounting, political science, international trade or another relevant discipline.
- At least 10 years of professional experience in public sector advisory services and/or capacity development.
- At least 10 years of professional experience in one of the DRM/PFM sub-fields listed above.
- At least 10 years of professional experience outside Nepal.
- At least 5 years of experience in development cooperation and/or working in developing countries.
- Excellent written and spoken English (C2).
- Experience working with government institutions and international development partners is highly desirable.
