The purpose of SUBATRA is to contribute to a smooth and timely undertaking of the transition through capacity building of the 3 branches of the Bangsamoro Government to promote an enabling good governance environment with a focus placed on capacities that are critical for a sound functioning of interim institutions, more specifically on the:

  • Capacity of the BTA’s executive branch superstructure to efficiently and formulate and implement key transitional policies and capacity of Office of the Chief Minister to lead the government of the day and line ministries to deliver basic services (output 1)
  • Capacity of the Parliament to exercise its law making, oversight functions and representation functions (output 2),
  • Capacity of the Justice System to adjudicate litigations and improve access to justice (output 3) and,
  • Capacity of the civil society to contribute to a peaceful transition (output 4).
This mission mainly supports the achievement of:
  • Output 1, Component 1: Improved capacity of the executive branch superstructure to formulate and implement transitional policies, more especially it will address:
    • Result 1.1: Enhanced capacity of the OCM to lead Government work.
      • Sub-Result 1.1.3: Improved governmental work operations
The oversight and supervision work over all OCM Service Offices and Special Programs and/or flagship Project is carried out by the Office of the Senior Minister with technical assistance from the OCM-Technical Management Services (TMS). It will ensure, among others that the institutions and people running the special programs are equipped with the needed capacities and capabilities in project development and management to pursue their respective mandates and objectives. Consultancy Objectives
The primary objective of the project is to develop and produce a Toolkit that will aid in the operationalization of project development and project management systems and principles of the all the OCM Special Programs.

Specific Objectives:

  • Through consultative process, to document and finetune existing standard operating procedures and best practices in project development and management. Development of knowledge products and documentation of best practices.
  • To develop tools, frameworks and templates that will be used in the various phases/stages in project development and management. Development and compilation of appropriate tools in project development and management
  • To develop Trainor’s Training Design and Learning Modules and Conduct of the roll-out of the Toolkit;
  • To form, organize and train the OCM Project Development and Project Management Training Pool. Formation and Training of Pool of OCM SP Trainors
Expected Results
Upon completion of this consultancy and adoption of the toolkit, the following present themselves to form part of the expected outcomes;
  • Shared understanding and improve coordination and support system in carrying out basic processes in project development and project management of the OCM SPs;
  • Enhanced capacity of special projects in the area of monitoring and evaluation and report writing compliant with the requirements of the OSM/TMS;
  • Improved performance in pursuing short and mid-term goals of the special programs following to prescribed planning, budgeting, implementation and M and E standard operating procedures as set forth in the toolkit and other government protocols;
  • Strengthened governance and improved service delivery to SP Project constituents
Scope of Work
  1. Desk Review of program reports, consultancy assessments and training reports and stock taking
  2. Development of data gathering and documentation tools and instruments
  3. Assessment and Consultation with key officers of the special programs to draw out, document, compile and best practices and subsequent development of forms and templates. The result will serve as the basis for developing the Toolkit for Formulating Program and Project Management Standards
  4. This is done through KII, FGD and through actual observation and informal/casual interaction. The consultation is vital for ensuring that the toolkit development process is informed by the perspectives and experiences of those directly involved in the program and project management.
  5. Desk review and compilation of tools, frameworks, models relevant to the OCM Special projects for inclusion into the toolkit
  6. Toolkit development - This toolkit should provide practical guidance, standardized processes, and templates based on the findings of the needs assessment survey and stakeholder input. It should also be designed and tailored to meet the specific needs of OCM Special Programs.
  7. Development of Trainers Training Design and Presentation materials
  8. Formation of a Project Development and Project Management Training Pool
  9. Conduct of the Trainor’s Training

Conditions requises

General qualification and skills

    • Advanced degree, preferably in social sciences and development studies or related field
    • Fluency in spoken and written English, including excellent communication skills, report writing, and presentations.
    • Demonstrated flexibility, adaptability and understanding in taking on consultancy for development projects
    • Fluency/Knowledge of at least one local language is desirable but not required.
General professional experience
    • At least 5 years of combined experience with the government and Civil Society at regional or national level in the areas of project development, project management, and project cycle management.
    • Experience of working with development partners and multilateral agencies is desirable.
    • Relevant experience in the formulation of program or project management standards.
    • Demonstrated experience in conducting needs assessments, stakeholder consultations, and developing toolkits or guidelines.
    • Strong experience in social research methods i.e., interviews with decision makers, data analysis is an advantage.
Specific professional experience
    • At least 5 years of experience working with the BARMM/ARMM government, demonstrating strong competencies in delivering training, mentoring, and coaching related to the development and implementation of toolkits for project development, management, and monitoring and evaluation.
    • Experience in toolkit development whether commissioned by BARMM agencies or by INGOs and UN agencies working in the BARMM, that cover whole or part of the Bangsamoro region.
    • Experience specifically in the development and implementation of toolkits for program and project management.
    • Experience in working with EU projects is desirable.
    • Familiarity of the operations of the BARMM and the local culture, as well as understanding of development issues in Bangsamoro is an asset.
