The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) was created by virtue of Republic Act No. 11054 otherwise known as the Bangsamoro Organic Law (BOL). The BARMM replaces the former Autonomous Region in Muslim Mindanao (ARMM) after the passage of Republic Act No. 11054. The Bangsamoro Autonomous Region is a result of long decade of armed struggle of the Bangsamoro in its quest for a genuine and meaningful autonomy or self-governance.The signing of Republic Act No. 11054, also known as the "Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao" or BOL, by the President of the Philippines in July 2018 marked a significant milestone in the Mindanao Peace Process, as it established the autonomous political entity known as the Bangsamoro Autonomous Region in place of the Autonomous Region in Muslim Mindanao (ARMM). The establishment of the new political entity aims to bolster the Moros' autonomy in Mindanao by granting them greater control over the new Bangsamoro region in Mindanao and organizing the transition to Bangsamoro self-rule in 2022. The establishment of BARMM signified the transfer of administrative authority from the GPH to the interim government led by the MILF, the Bangsamoro Transition Authority (BTA), and along with it, rekindled optimism for regional peace and development. With an initial three-year transition period commencing with the establishment of BARMM in 2019 and ending in 2022, another three year extension was granted to end in 2025. The BTA's capacity to carry out the transition following the BOL's provisions is the most vital challenge for Mindanao peace consolidation, as it is the bedrock of the core Bangsamoro self-reliance and self-determination necessary for successful self-governance.In response to the call for support for the establishment of the Bangsamoro Autonomous Region in Muslim Mindanao, the European Union and as an expression of its solidarity with the Bangsamoro people, a five-year EU-funded initiative called the Support to the Bangsamoro Transition Program (SUBATRA) was commissioned and therefore put in place. The Government of the Republic of the Philippines (GPH), with support from the European Union (EU) has been implementing the SUBATRA program since 2019.

Objective
The main objective of the consultancy assistance is to provide the OCM through the TMS bring together all periodic and special reports since 2019, generate all the relevant data and information, assist in the analyses and in the crafting of appropriate courses of actions to ensure continuity and sustainability of the gains of the transition government. The transition report will also form part of the resource materials in the crafting and design of transition mechanisms and processes for the smooth and expedient turn over to the regular BARMM government, to,

  • Ensure seamless functioning of government operations and services during the transition period.
  • provide the incoming administration with comprehensive information that supports informed and timely decision-making.
  • document the achievements, challenges, and pending issues of the outgoing administration, promoting transparency and accountability.
  • help the new administration identify strategic priorities and areas requiring immediate attention, facilitating effective planning and implementation.
  • highlight potential risks and operational challenges, enabling the incoming administration to anticipate and mitigate issues.
  • ensure an organized and efficient handover of responsibilities, reducing the risk of disruptions or delays in government operations.
These objectives collectively aim to support a smooth transition, ensuring that the new administration can continue to serve the public effectively from day one of the new or incoming administration.

Scope of Work
The OCM Transition Report will cover milestones, developments, challenges ang gaps, from the start of the operations of the BARMM up to the end of the BTA transition phase. Unless, explicitly modified and amended by the SM, the Transition Report as contemplated herein, will only cover the operations of the offices considered directly under the Office of the Chief Minister as defined and set forth under the Bangsamoro Administrative Code. The primary inputs of the consultants will be produced in close coordination with the office of the OSM, TMS and the Particip Technical Assistance Team.

Required Outputs/ Deliverables
The expected deliverable are as follows:
  1. In collaboration and led by the TMS conduct due diligence and consultation/inception meetings with heads of the OCM Executive Offices and BPDA to ascertain scope and coverage, delimitations, parameters, and focus and emphasis;
  2. Drafting of the Transition Report Outline in consultation with the Executive Offices;
  3. Review of relevant materials and OCM reports since 2019 to include the transition plan, CM’s official pronouncements and directives and reports to feed into the integrative account and narrative of the significant developments and milestones of the BTA;
  4. Conduct analysis of the overall performance in relation to the Enhanced Priority Agenda of the OCM
  5. Drafting of the OCM Transition Report for circulation and comments by the SM, BAGO, CabSec, BPDA (Executive Offices), Service Offices and Attached Agencies;
  6. Finalization of the OCM Transition Report

Conditions requises

General qualification and skills

  • Bachelor’s Degree in any field of Social Sciences, Public Administration and relevant experience in the field of peace education, communications, development and international studies;
  • Fluency in spoken and written English.
  • Fluency/ Knowledge of at least one local language is desirable but not required.
General professional experience
  • At least 10 years of experience in governmental service at the national level, with strong competencies in applied research work, development work, governmental and public administration, preferably in the ARMM and/or BARMM.
  • Experience working with development partners and multilateral agencies will be desirable.
Specific professional experience
  • At least 10 years of experience in foreign services, protocol, diplomacy, governmental and foreign relations, and international conferences;
  • Experience in working with governments at the National Government and/or at the Bangsamoro in at least a senior-level position;
  • Extensive knowledge and experience in the autonomous region in Muslim Mindanao
  • Experience in public communication and applied and policy research
