The Third Party Monitoring Consultant (TPMC) will perform monitoring services in related to the Environmental and Social Framework (ESF), procurement, and financial management, including verification that the projects’ financial management and procurement arrangements comply with World Bank requirements, and that the physical implementation of projects is in accordance with signed contracts and approved ESF instruments, which are prepared based on the requirements of the World Bank ESF and relevant laws and regulations of Ukraine. Within the World Bank’s overall fiduciary and Environmental and Social Framework (ESF) responsibilities, the TPMC’s services will be based on the following general objectives:

  1. To monitor financial management transactions, with particular focus on the riskier areas and any specific items (transactions, contracts, reports, etc.) at the World Bank request;
  2. To carry out physical verification of delivery of goods, including their installation at sites, as well as works, consultancy and non-consultancy services (if applicable), beneficiaries and other assets acquired under each project;
  3. To monitor compliance of works and associated facilities with the environmental and social requirements of the WBG;
  4. To report to the World Bank on the status of project implementation and contract administration, and compliance with ESF requirements and financial management procedures in support of its mandatory reviews, verification, and audits;
  5. To help the Bank teams ascertain whether the projects are reaching their intended results based on the view and evidence from the ground and in compliance with World bank environmental and social requirements;
  6. To report on challenges faced by the implementing entities, respective project implementation support consultants, and UNOPS or other fiduciary agents (where applicable) involved in implementation and supervision;
  7. To support World Bank institutional capacity building initiatives to strengthen the fiduciary, ESF, and project implementation capabilities of the implementing agencies;
  8. To compile lessons from activity verification and output monitoring to generate reports on lessons learned and recommendations for improving monitored projects; and
  9. To provide other related additional support made at the request the World Bank as need arises (e.g., provide review of documentation for a specific contract, visit sites in case of issues that arise during implementation, etc.).

Description de poste

The Procurement Consultant will report to the Team Leader and will be primarily responsible for supporting activities under Task F: Technical monitoring for Re-POWER project, including:

  1. The TPMC will support the Bank to supervise delivery of results and compliance under the Re-POWER project, specifically with regards to implementation of component 1 under Ukrenergo.
  2. Undertake site visits to installation sites of autotransformers, transformers, and other electricity system equipment procured in line with the Procurement Plan (subject to safety/security risks) to validate reporting from implementing entity Ukrenergo. This will include: (i) reviewing and confirming location of installation and functioning of the equipment; (ii) checking on availability of Field Service Representatives who should be on site to ensure safe installation; (iii) conducting ad-hoc interviews with community members near project sites to assess whether Environmental and Social Management Plan provisions have been followed during installation;
  3. Undertake spot checks of equipment storage locations to validate Ukrenergo reports regarding delivery and inventory held in stock. These visits should provide a second check on disbursements made to the selected suppliers following product delivery;
  4. Undertake spot checks of Field Service Representative training activities provided to Ukrenergo (and / or other government authorities) to assess compliance with contract terms relating to the supply of equipment;
  5. Support the Bank to monitor delivery, inventory, and installation status of the procured equipment and to track any issues that may be impeding intended results;
  6. Where requested by the World Bank team, undertake additional data gathering or spot checks on any aspect of the Re-POWER project where additional information may be needed to support the Bank’s supervision requirements.

Conditions requises

  • Education: A university degree in electrical, mechanical, or civil engineering
  • Experience: 10-15 years of practical experience in respective field and good understanding of energy infrastructure and systems. Demonstrated ability to work in and travel to targeted areas. Good understanding of World Bank’s procurement guidelines, contract management and good understanding of technical specifications in the energy sector.
  • Language Skills: Excellent command of English Language (reading, writing and speaking).
