The overall objective of this assignment for the consulting firm is to supplement the Government of Ukraine’s supervision and reporting responsibilities during the implementation of the HOPE Project and to thereby undertake verification, monitoring and periodic reporting, among others, on:

a. compliance of Component 1 activities (compensations program) with the national legislation, fiduciary, environmental and social standards of the World Bank;
b. eligibility of expenditures and transparency and inclusiveness of the processes through each stage of the eRestore program supported by HOPE;
c. intermediate results and final impact on ultimate beneficiaries under Component 1 of the Project;
d. feedback collected from various stakeholders involved, including the end beneficiaries. 

These activities under this assignment shall result in the comprehensive assessment of the project implementation (processes) and results. This shall include reporting on the compliance of the processes with the national legislation and the requirements of the World Bank, analysis of vulnerabilities and inconsistencies at various stages of the minor and medium repair compensation program, and the study of the social and economic impact of the project implementation for beneficiaries (including across different demographic and income groups) and communities where they reside. The Consultant shall offer recommendations on how to improve the processes and how to advance the achievement of the development objective based on the data collected and analysis performed.

Description de poste

  • Ensure that financial activities under the HOPE Project are executed in line with the national regulations and World Bank financial management and fiduciary standards
  • Prepare detailed financial monitoring reports, contributing to quarterly and final project reports as required by the Project Management Team (PMT). Reports should highlight compliance status, any identified discrepancies, and provide recommendations for improvement.
  • Identify financial risks associated with project activities, particularly in municipalities where there is a higher rate of ineligible expenditures, and propose corrective actions to mitigate these risks.
  • Collaborate with the Project Management Team (PMT), local commissions, and other stakeholders to ensure proper financial data collection and compliance with financial guidelines.
  • Analyze financial data from various project locations to ensure accuracy and track the efficiency of fund flows.
  • Support the development of financial compliance training for staff involved in financial monitoring, ensuring a clear understanding of financial procedures and best practices.

Conditions requises

a. Education: Bachelor’s degree or equivalent in finance, accounting, auditing, economics, or other relevant field.
b. 6 years of experience in projects implemented under the funding of International Financial Institutions.
c. Experience in at least 2 substantially completed similar contracts/assignments as Financial Monitoring Expert within the period 2017-2023.
d. Work experience in the Region.
e. Fluency in English; working knowledge of Ukrainian is a strong advantage.
