The overall objective of this assignment for the consulting firm is to supplement the Government of Ukraine’s supervision and reporting responsibilities during the implementation of the HOPE Project and to thereby undertake verification, monitoring and periodic reporting, among others, on:

a. compliance of Component 1 activities (compensations program) with the national legislation, fiduciary, environmental and social standards of the World Bank;
b. eligibility of expenditures and transparency and inclusiveness of the processes through each stage of the eRestore program supported by HOPE;
c. intermediate results and final impact on ultimate beneficiaries under Component 1 of the Project;
d. feedback collected from various stakeholders involved, including the end beneficiaries. 

These activities under this assignment shall result in the comprehensive assessment of the project implementation (processes) and results. This shall include reporting on the compliance of the processes with the national legislation and the requirements of the World Bank, analysis of vulnerabilities and inconsistencies at various stages of the minor and medium repair compensation program, and the study of the social and economic impact of the project implementation for beneficiaries (including across different demographic and income groups) and communities where they reside. The Consultant shall offer recommendations on how to improve the processes and how to advance the achievement of the development objective based on the data collected and analysis performed.

Description de poste


  1. Coordinate all TPMA activities related to monitoring, verification, and reporting of project implementation, ensuring alignment with the defined objectives and timelines of the HOPE project.
  2. Ensure that all activities adhere to the national legislation, fiduciary, environmental, and social standards of the World Bank.
  3. Collaborate closely with the Project Management Team (PMT), Local Self-Government Bodies (LSGs), and other relevant stakeholders to facilitate smooth project execution and data collection.
  4. Supervise the preparation of inception, quarterly, and final reports, providing comprehensive assessments of project processes and outputs as per the Project Operations Manual (POM).
  5. Identify, analyze, and mitigate any potential risks that could hinder project execution, providing recommendations for corrective actions and process improvements.
  6. Guide and manage a team of key and non-key experts, ensuring effective allocation of roles and responsibilities to meet project goals.
  7. Oversee the development and implementation of a detailed monitoring and verification plan, including tools for data collection, evaluation, and feedback mechanisms.
  8. Develop and implement training programs for TPMA staff to ensure uniformity in data collection, adherence to safety protocols, and compliance with security measures during site visits.

Conditions requises

a. Education: Master’s degree or equivalent in the field of Economics, Business Management, Engineering, or other relevant field;
b. 10 years of experience in designing or managing monitoring programs;
c. Experience in at least 2 substantially completed similar contracts/assignments as Project Manager within the period from 2017 to 2023 inclusive;
d. Work experience in the Region;
e. Experience in implementation of projects funded by the IFIs (preferably the World Bank).
