The purpose of the service contract is to enable the EU to assist conflict parties, mediators and groups participating in peace processes at local, national, regional or international level as well as to strengthen the role of the EU in peace mediation. It builds on the experience and lessons learned of three previous phases of European Resources for Mediation Support (ERMES), that since 2014, has successfully implemented more than 120 assignments in support of peace mediation activities worldwide. This will be primarily achieved through the provision of technical expertise to be deployed for mediation and dialogue processes, provide training, coaching and mentoring as well as analysis, research, provision of organisational and logistical support to peace mediation processes, knowledge management products or communication material, among others.

The profile is based on the previous project ToR and an approximation of the expected criteria and experience required:
The event management and contracting expert (Key expert 2) will be in charge of coordinating the administration and finance aspects of the assignments as well as of the logistics related to the organisation of events, meetings and workshop. S/he will organise and manage the 'Reimbursable Service Contracts' assignments. S/he will act as the deputy of Key expert 1 and ensure smooth organization of the project activities during Key expert 1 is deployed into missions. It is foreseen that most of her/his work-time will be in the "operational base for the project" in Brussels with a number of deployments (indicatively two to four per year) to the field, in particular in order to provide assistance for the organisation of complex events/meetings.

Conditions requises

Qualifications and skills

  • University degree or equivalent professional / higher education in Finance, Accounting, Management, Economics, Public Administration, Political Sciences, Law, International Relations or other relevant discipline;
  • In absence of University degree, relevant professional experience of at least 5 years to be added to the required general professional experience
  • Excellent oral communication and drafting skills in English and very good oral communication and drafting skills in French;
  • Excellent ability to coordinate multi-level tasks, to work under pressure and react at short notice; client-oriented/problem solving attitude.
General professional experience
  • Knowledge of European Union project management procedures, preferably through management of and participation in EC-funded technical assistance projects.
  • A minimum of 2 years of experience in working with (or in cooperation with) EU institutions will be considered an asset, in particular on peace mediation and dialogue or related processes.
Specific professional experience
  • A minimum of 3 years of experience in organizing the logistics for high-profile and/or sensitive events and initiatives (conferences, seminars or workshops);
  • Experience in hostile, sensitive and difficult environments/contexts (such as and including experience in dealing with security aspects related to the organisation of events) would be considered an asset;

Informations supplémentaires

All experts should be computer literate (Microsoft basic software WinWord, Excel and PowerPoint). They should also have good knowledge of the EU external action institutions and policies, and knowledge acquired on the role and function of EU Delegations and of the external action financing instruments, especially on mediation and dialogue related processes. Key experts should possess strong inter-cultural and conflict-sensitivity skills.
