Objectif global est de contribuer à la stabilisation et à la réhabilitation du Sud-Est du Tchad. Evaluer les résultats atteints par la mise en œuvre du contrat de subvention n°FED/2011/260915 de la composante n°2 du PADL II, et le niveau et la qualité de la mise en œuvre du PPP, puis formuler des orientations devant le consolider.

L'objectif spécifique est la conservation et bonne gouvernance des ressources naturelles du Parc National de Zakouma (PNZ) et de ses écosystèmes au bénéfice du développement local:

• Formuler, de manière indépendante, une appréciation sur les performances et une analyse qualitative et quantitative des résultats du contrat de subvention n°FED/2011/260-915 de la composante n°2 du PADL II depuis le 28/01/2011 jusqu'à nos jours. Cette appréciation sera basée d’une part sur la stratégie et l’approche (démarches et méthodes) mises en place par APN pour la mise en œuvre des actions, et d’autre part sur le contexte spécifique du PNZ en matière de développement local;
• Analyser l'évolution institutionnelle de la création de la fondation, des efforts accomplis et du processus devant aboutir dans le court terme à la création de la Fondation;
• Analyser le degré d'apports/actions (communautaires) du projet dans la zone périphérique du PNZ, le degré d'implication des autres acteurs et d'appropriation des acquis par les communautés locales;
• Faire le bilan de l’atteinte des résultats et des objectifs du partenariat entre le Ministère en charge de l’Environnement et APN ; tirer les leçons et enseignements de sa mise en œuvre, capitaliser les acquis, et proposer des orientations pour le développement du Partenariat;
• Analyser et évaluer le niveau d’atteinte des résultats prévus initialement et mesurer les ressources financières et humaines allouées pour l’obtention de ces résultats. Dans la mesure du possible, l’évaluation doit mesurer les effets/impacts à long terme (local, national et international) du PPP tant pour la préservation du Parc que pour son rôle dans le développement économique et social de la région et du pays. L’évaluation doit également étudier le mode de gestion du programme : analyse et évaluation de la gestion de l’intervention par rapport à sa conception et mise en œuvre ainsi qu’à la coordination des différents acteurs.

The main objectives of the evaluation are the following:

• to provide an overall independent assessment of the European Union's financed project PPRD South II, its design, its implementation by the Civipol consortium as well as its overall performance;
• to identify key lessons and recommendations for the implementation of PPRD South III.

The evaluation should focus on the following specific objectives:

Assessment of the design of the project

1. Evaluate the appropriateness of the project objectives and their relevance with respect to the programme's objectives and requirements, taking into account the specific policy environment as it stood when it was decided in 2013 and as it stands at the moment;

2. Review the project's approach and methodology and assess its appropriateness for achieving the programme's objectives;

Assessment of the implementation of the project

3. Assess the overall implementation of the project;

4. Review the efficiency and effectiveness, outputs, impact and sustainability of the supported actions with respect to the project's objectives and the project's capacity to reach out to the target groups, taking into account involvement of key stakeholders across all partner countries and all EU Member States;

5. Evaluate the complementarity with other related EU and EU Member States funded

programmes in the Southern Neighbourhood Region and in particular UCPM and actions funded by DG ECHO (SASPARM, eFIRECOM and IPCAM) or actions financed by the Instrument contributing to Stability and Peace (CBRN Centres of Excellence: www.cbrn-coe.eu).

6. Evaluate the relevance and stability of the project partnerships, taking into consideration partners' statute, motivation, roles and expertise and assess the local ownership of the project activities;

7. Assess the visibility of project activities.

Recommendations for future actions

On the basis of the lessons learnt and considering the latest developments in the ENP region, the

final report will include recommendations for the future PPRD South III.

8. Propose recommendations for the future PPRD South III, in terms of better targeting the project and a possible re-orientation of its respective activities but also in terms of its implementation structure. These recommendations should be coherent with design included in the action document for PPRD South III.

The global objectives of the project were:

1. To improve the public’s knowledge of the European Union (EU) and EU-Congolese cooperation in the Republic of Congo

2. To assist the Delegation of the European Union (DEU) in Congo with the implementation of the communication strategy

In the context of the global objectives, the following specific objectives have been achieved:

• Coordinate the organisation of, and take care of the logistical aspects and broadcasting of communication and visibility events for the DEU and the National Authorising Officer (NAO).
• Contribute to the DEU and NAO’s design and production of communication and visibility outputs.
• Assist in and supervise the preparation of the communication products for the projects.
• Assist the DEU and the NAO with media relations.
• Monitor the press coverage (written, TV and radio) of certain topics selected by the DEU concerning the presence of the EU in the Republic of Congo.
• Monitor and evaluate communication and visibility activities.
• Introduce the graphic materials for the communication and visibility documents produced by the DEU, the NAO and the projects.
• Propose a graphic charter common to all documents produced by the EU in Congo.
• If requested by the DEU, assist the cooperation projects with the implementation of their communication plans.

Specific objectives of the study were to support the development of the Tubas – Joint Water sanitation Service Council (T-JWSSC) as future manager of the waste water treatment plant (WWTP) and the identification and formulation of WWTP Operation and Maintenance activity.

L’objectif global du programme EAU II est de soutenir la stratégie algérienne d’assainissement en matière de protection des ressources en eau et de contribuer, d’autre part, à la réduction de la prévalence des maladies à transmission hydrique.

L'évaluation a pour principaux objectifs de présenter aux services de coopération extérieure concernés de l’Union européenne, au gouvernement partenaire et, le cas échéant, au grand public:

• Une appréciation globale, en toute indépendance, des résultats du Programme d’Appui au Secteur de l'Eau et de l'Assainissement (EAU II), en s’attachant aux résultats du projet par rapport à ses objectifs;
• Les principaux enseignements de l'intervention et des recommandations afin d’améliorer les mesures en cours et les futures actions.

L'évaluation sera structurée en 2 parties:

• Mission I - Evaluation finale, qui aura lieu vers la fin de la mise en œuvre du programme, qui aura le but d'évaluer la mise en œuvre du programme par rapport à ses objectifs et ses attentes
• Mission II – Evaluation ex-post, à 6 mois de la fin de mise en œuvre qui servira à faire l'état de lieux du suivi, par le partenaire algérien, des actions entamées et mises en place avec l'aide du programme EAU II et à confirmer leur pérennisation sur le long terme. A la fin de mission, une session de dissémination sur l'impact du programme EAU II sera également organisée.

The global objective of the final evaluation was to assess the project's performance and achievements

against the project's overall objective, and advise on lessons learnt which may have implications for

further interventions in the sector. Taking into account the different initiatives, programmes, donors and other complementary actions, and considering that CARIFORUM is preparing a proposal for an 11th EDF successor Programme, part of the assignment also aimed at identifying complementary actions/projects (ongoing or in preparation) related to Climate Change.

The specific objective of the final evaluation was to provide the European Commission with:

• An overall independent assessment of the performance of the 'Global Climate Change Alliance (GCCA) Caribbean Support Project, paying particularly attention to the results of the programme against its objectives (including the performance of different early warning systems (EWS), level of participation in different trainings, level of coordination with other projects/donors, reached visibility);
• Key lessons and recommendations in order to improve current and future actions of a similar nature for a possible follow-up programme to be financed under the 11th EDF Regional Programme.

Global objective: The overall objective was to improve the planning, implementation and

monitoring of national sectors reforms and to support effective mechanism for an integrated EU

accession process in Albania.

Specific objective:

• To enhance capacities, effectiveness and performance of existing IPMGs (Integrated Policy

Management Group's) / thematic groups and technical Secretariats (in areas of Employment Skills and

Social Policy, Competitiveness & Innovation, Integrated Water Management and Good Governance and Public Administration Reform) and analyse new potential targeted areas to be included into the IPMG system (PFM, Rule of Law, Integrated land Management, Regional Development, Transport, Health and Education),

• Albanian institutions timely fulfil their commitments regarding the implementation and monitoring of sector policies in an integrated way.

The general objective of the present évaluation was to improve the effective functioning of the judicial system in Mauritania towards minors.

The specific objective of the projet was to identify a list of judiciary and sociological tasks in order to enforce the regulation in terms of child protection effectively.

The services requested were intended to document in detail the reality of the criminal justice system concerning child protection in conflict with the law as well as the placement of minors in CARSEC and to identify ways to ensure that the child protection is being applied more effectively.

• les capacités opérationnelles de la délégation congolaise ont été renforcées afin d'assurer pleinement son rôle de Président du Groupe des Pays les Moins Avancés (PMA) au sein du processus de négociation placé sous l’égide de la Convention Cadre des Nations Unies sur les Changements Climatiques.

The purpose of the ExM to the Republic of Kenya was to collect factual information to assess whether an EU Election Observation Mission (EU EOM) for the upcoming national elections in Kenya, scheduled to take place on 8th August 2017 would be useful, advisable and feasible.

The ExM assessed all aspects of the pre-election situation for the referenda in light of international standards for democratic elections and relevant country legislation, adviced on whether or not conditions exist for the holding of democratic elections. In addition it made preliminary logistics inquiries and planning, and assessed the general security/threats aspects.
