Cette étude, prévue dans les dispositions techniques et administratives de la convention de financement du projet, a pour objectif particulier d'estimer les impacts économiques, positifs et négatifs, de l'activité industrielle au niveau des principaux secteurs économiques de la région de Gabès, avec un regard particulier aux impacts liés aux sources de pollutions et autres nuisances environnementales.

The Global objective of the assignment is to support in the identification and formulation of an Intra-ACP

Climate Services Programme to be included in the 2017 Annual Action Plan under the intra-ACP 11th EDF, in line with the Objective 2.2. of the Intra-ACP Strategy. Consultations with the key stakeholders in Africa, Caribbean, Pacific and Europe are undertaken for this purpose.

The Specific objectives of the assignment are:

• Prepare a detailed options report providing a context and sector assessment including an analysis of the sector, the regional context and stakeholders, lessons learned and complementarities/synergies with other relevant programmes, as well as a list and description of potential options for an Intra-ACP Climate Services Programme along with the justification of the proposed options.
• Support in the identification of Intra-ACP Climate Services Programme, including the preparation of the Initial Action Document.
• Support in the formulation of the Intra-ACP Climate Services Programme, including the preparation of an Action Document as well as all annexes including the Logframe matrix.

The global objective of this assignment was to carry out the final evaluation of Sivil Dusun Programme (contracts IPA/2012/306-893 and IPA/2014/352-653 centrally managed by the EU Delegation to Turkey in the framework of the Civil Society Facility - Turkey window). The evaluation provided findings and recommendations to assist the EU Delegation to Turkey in the programming and implementation of upcoming supports to civil society in Turkey, and more particularly of the third phase of Sivil Dusun due to start by-mid 2018.

The specific objective was to evaluate the implementation of Sivil Dusun Programme using the classical criteria for programme evaluation (relevance, efficiency, effectiveness, organisation and internal methodology, consistency, complementarity and synergies, impact and sustainability).

The final evaluation encompassed all Components of the programme but according to the Terms of Reference specific attention was given to the forthcoming topics: Framework Partnership Agreements (FPAs) for supporting networks; Flexible response mechanism for civil society in action – Micro Grant Scheme; Active Citizenship Mechanism (ACM); Support to CSO networking and communication skills.

The main objective of the evaluation was to analyse and evaluate the capacity building support provided to civil society by both regional and bilateral programmes during the period 2012-2016. This evaluation has focused on the efforts funded under ENPI and ENI.

The evaluation was also supposed to provide a series of recommendations to support innovative ways for contributing to building capacities of civil society organizations at a regional level in the future in complementarity with the political objectives as set out in the revised ENP and in the 2012 Communication of the European Commission - The roots of democracy and sustainable development: Europe's engagement with Civil Society in external relations and related Council Conclusions, as well as the EU Country Roadmaps for Engagement with Civil Society, a joint initiative between the European Union and Member States which aims to strengthen the strategic engagement with civil society.

Specific objectives

• to provide an overall independent assessment of the support given by the European Union to build capacities of civil society in the Neighbourhood South from both regional and national programmes - mainly through i) the Technical Assistance programme of the Civil Society Facility; ii) the Regional Grants of the Civil Society Facility; iii) bilateral support to capacity building (managed by EU Delegations) and iv) specific support to two institutions: Anna Lindh Foundation and European Endowment for Democracy. The assessment was supposed to take a look into issues related to their design, implementation and overall performance;
• Drawing up from key lessons; provide recommendations in order to inform the identification of current and future regional initiatives supporting capacities of civil society, especially in light of the complementarity and added value that can be given to efforts implemented at the national level

The main objective of the evaluation was “to assess to what extent General Budget Support (GBS) and Sector Budget Support (SBS) in Ghana contributed to achieve their expected results, notably by assisting the partner government to implement its national / sector strategies, and to enhance the efficiency and effectiveness of its policies, strategies and spending actions.” The evaluation also analysed how GBS and SBS have contributed to improved transparency within national systems and stronger accountability. The evaluation took stock of what had been achieved to identify lessons learnt and propose recommendations to inform on:

• the conditions under which GBS/SBS has an effect (or not) and the possible intensity and nature (positive or negative) of such an effect in Ghana;
• the design and implementation of future operations, taking into account the added value from contributions of/interrelations between different elements of the BS package;
• the impact of withholding BS by several partners from 2013-2015;
• recommendations for the Government of Ghana and its partners to maximise BS impacts;
• constraints in government policies, institutional structures and administrative arrangements in Ghana, which might impede the effectiveness and impact of public policy, and therefore of BS.

The evaluation covered 11 years of BS to Ghana, from 2005 until 2015. It encompassed all BS operations financed during this period and considered other aid modalities (basket/common funds, projects) to assess the complementarity and synergy between them.

The evaluation included an in depth analysis of the contribution of BS to development outcomes in three sectors: Health, Environment and Agriculture. The evaluation also analysed the role of governance, especially decentralisation and justice, as well as Private Sector Development in the context of BS. In addition to that, it assessed how and to what extent gender was mainstreamed in both BS and the supported policies.

The evaluation was carried out by a joint EU-IEG team. The IEG evaluators focused on the analysis of PFM, macroeconomics and agriculture. The EU evaluators (Particip team) covered all other topics and assumed the overall coordinating role and leadership in drafting the reports.

Global objective:

To promote increased visibility for the EU and the EU assistance provided to the Republic of Moldova, through the development of communication abilities of key actors involved in this process.

Specific objectives:

1. Identification of communication requirements related to EU and EU assistance of the seven target groups

• Civil servants from the line Ministries;
• Press-officer or communication focal points from the line Ministries;
• Representatives of NGOs and civil society
• Team leaders of EU projects (1st group)

• Staff of the EU Delegation to Moldova

2. Development of targeted training modules on communicating about EU and EU assistance

3. Organization of training and information sessions on communicating about EU and EU assistance (seven workshops of two days each)

Objectif général

Améliorer les perspectives d'impact, de durabilité et de synergie des interventions mises en œuvre par les organisations de la société civile et les communes camerounaises bénéficiaires de contrats de subventions octroyés par la Délégation de l'UE au Cameroun.

Objectifs particuliers

(i) Renforcer les capacités organisationnelles et institutionnelles des OSC et communes bénéficiaires de subventions gérées par la DUE Cameroun, à travers un appui individualisé, à leur demande et/ou à la demande de la DUE.

(ii) Promouvoir la capitalisation des expériences et des bonnes pratiques à travers la facilitation d'interactions entre les bénéficiaires de subventions et la mise en place de systèmes adaptés de collecte et d'analyse des informations.

(iii) Contribuer au suivi de la feuille de route pour l’engagement avec la société civile au Cameroun

The overall objective of the assignment is to improve and to strengthen the capacity of the beneficiaries in the enlargement and neighbourhood countries on IPA II and ENI performance indicators, monitoring and evaluation frameworks.

The specific objectives are to:

1. Provide capacity development activities to IPA II/ENI beneficiaries in defining and managing performance indicators in the context of IPA and ENI programmes;

2. Provide capacity development activities to IPA II/ENI beneficiaries on monitoring and evaluation.

The gender analysis provided information on persisting gender inequalities in Guatemala and the underlying reasons. It has:

• taken into account the situation of exclusion of indegenous women and how this interrelates with other types of inequalities and
• its impact on the realization of human rights and/or the access to the benefits of development initiatives.

Likewise, it contained a reference to the commitment and capacity of the Guatemalan government to work on gender equality and the empowerment of women and girls.

Global Objectives

The overall aim of this project / assignment is to ensure water and wastewater service quality and efficiency to consumers in Palestine at affordable prices.

Specific Objectives

The specific objectives of project / assignment were:

SO1: Conduct a baseline survey on the existing wastewater and desalination systems and operations in Palestine

SO2: Develop monitoring indicators, tools and procedures for wastewater and desalination in Palestine

The Palestinian Water Law of 2014 has established the WSRC. The overall aim of the WSRC was to ensure water and wastewater service quality and efficiency to consumers in Palestine at affordable prices. The WSRC’s role is to monitor operational processes related to water and those of wastewater management including wastewater collection, treatment and disposal, and reuse of treated wastewater for irrigation.

To be in full readiness the WSRC needs some other tools to be completed including the establishment of baseline data and situational report on the operational processes of water and wastewater (WW) services.

The WSRC has already prepared a number of tools for water related activities, but not for wastewater or desalination operations. In addition, the Council is to set the necessary quality standards for WW and desalination (DS) water services.

As part of its support to the WSRC, EU funded a project to develop and enhance the Council's capacity, through the development of performance indicators, as well as standards and tools for WW and DS water services.
