• Objectif spécifique 1 : Capitaliser les acquis techniques et scientifiques du projet « Prévention et Gestion des Risques Naturels » en matière de gestion des désastres naturels en RDC et dans le Nord Kivu en particulier.
• Objectif spécifique 2 : Capitaliser les résultats institutionnels du projet « Prévention et Gestion des Risques Naturels » et disséminer ses résultats à l’ensemble des acteurs et de la filière recherche/surveillance-protection civile-autorités provinciales/humanitaires.
• Objectif spécifique 3 : Développer une réflexion globale et proposer des outils innovants pour répondre à l’évolution, certainement prévisible, de l’activité de ces deux volcans, dans une ville, comme celle de Goma, en expansion démographique et physique continue et qui s’approche malheureusement de plus en plus des volcans.

The purpose of the evaluation was to provide an overall independent assessment of the regional organisations and fora in the Western Balkans and the instrumental role they play in the regional integration and accession perspective including recommendations on possible streamlining.

The specific objectives of the evaluation were the following:

• Mapping of existing regional organisations and initiatives;
• Assessment of administrative and financial costs for its member countries of each organisation/initiative;
• Assessment of benefits for the region/countries of each organisation/initiative;
• Proposal for possible streamlining.

The evaluation mapped 56 organisations in the six Western Balkan IPA countries that were still active in June 2016 (cut-off date) and analysed 31 of them in detail. The key sectors included: connectivity (transport, energy and environment), competitiveness (industry and private sector development, trade), skills and mobility (human capital development, higher education), good governance, fighting crime and security cooperation.

To support the capacities of Djiboutian CSOs in the management of EU grants contracts and enhancement of action monitoring.

Specifically, the contracted expert was in charge of providing trainings, monitoring and support activities to Djiboutian CSOs on issues related to:

• Project cycle management with a particular emphasis on the assessment and prioritization of issues and ensuing actions.
• Writing of mid-term and final technical narrative reports as mentioned in grant contracts
• Budget drafting and financial execution, realisation of accounting and financial reports, in link with specific contractual annexes related to EU grant contracts.

The purpose of the service was to carry out the mid-term evaluation of the implementation of the financing agreement for the "PAJM" program CRIS 023-652 and to formulate recommendations and suggestions for any adaptation necessary to achieve the expected results according to Annex II DTA to the financing agreement, point 4.2.

The evaluation met the requirements of the project cycle. The consultants carefully verified, analysed and appreciated the points set out in the final report template. The list of these points was not exhaustive. The questions related to the five criteria adopted by the OECD DAC (relevance, effectiveness, efficiency, viability and impact) and the EC's specific evaluation criteria (EU added value and coherence).

The consultants verified, analysed and appreciated the impact of cross-cutting issues on the project and how they were taken into account. They were expected to rely on their professional judgment and experience to review all relevant factors and bring them to the attention of the responsible government and the European Commission.

The overall objective of the Monitoring for Environment and Security in Africa (MESA) programme was to support African decision-makers and planners in designing and implementing national, regional and continental policies and development plans towards sustainable development, thereby advancing the socioeconomic progress and well-being of African populations towards achievement of the Millennium Development Goals (MDGs).

More specifically, the objective of MESA was to help African governments with:

• designing, implementing, monitoring and evaluating their regional and continental policies towards sustainable development;
• improving the socio-economic conditions and well-being of African populations;
• meeting their obligations towards international environmental treaties;
• participating in the international effort of global environment surveillance.

The MESA programme was implemented under the coordination of the African Union Commission (AUC), which has been delegated by the RECs (CEMAC, ECOWAS, IGAD, IOC and SADC) and by the ACP Secretariat to act on their behalf as Delegated Regional Authorising Officer (DRAO). The capacity of the RECs and the African Union to monitor regional and continental environmental change was in need of strengthening. One mandate of MESA was the consolidation and improvement of regional capacity through training.

The overall purpose of this training contract was to implement the “Strategy for Capacity Development and Training in MESA” by ensuring that MESA stakeholders were sufficiently trained so as to ensure a smooth and effective implementation of the MESA programme. This included increase the information management, decision-making and planning capacity of African continental, regional and national institutions mandated for environment, climate, food security and related responsibilities by enhancing access to and exploitation of relevant Earth Observation applications in Africa.

Training activities covered a wide range of technical, managerial and educational, as well as administrative topics. Trainings targeted a variety of stakeholders, including the technical and administrative staff of national focal points and RICs.

The objective of this budget support evaluation was to assess the extent to which EU budget support in Peru contributed to achieve sustainable results on poverty and inequality reduction in specific sectors during the period 2009-2016.

More specifically, the evaluation aimed to take stock of what had been achieved, with the primary purpose of drawing lessons and formulating forward-looking recommendations. In particular, conclusions were to be drawn on: i) the conditions under which budget support had an effect (or not), as well as the possible intensity and nature (positive or negative) of such effects in Peru;ii)

the constraints within government policies, institutional structures, and administrative arrangements in Peru that might have hindered the overall effectiveness and impact of public spending and targeted policies, and therefore of budget support itself.

The global objective of the assignment was to assist the National Treasury and the EU Delegation to

South Africa to design (a) programme(s) aimed at improving public service delivery innovation and

performance in municipalities through enhanced financial management and organisational

(institutional & human) capacity in line with the mandates of local government.

The specific objective of this assignment, was to contribute to the design of (a) multi-disciplinary programme(s), scheduled for 2017, taking into account the preliminary work done by the EU Delegation to South Africa and the Government of South Africa.

The main objectives of the evaluation were to provide the relevant external co-operation services of the European Union and the partner government with an overall independent assessment of the current and past performance of the EU-Funded programmes in the fields of security and safety, paying particularly attention to the results of the projects against their designed objectives and the security objectives of the EU more particular in the fields of CVE and CT. A strategical rather than operational focus was expected.

The mid-term evaluation for Decision IcSP 2015/038-522 aimed to:

• draw lessons from the first months/years of the intervention implementation;
• adjust the contents of the on-going intervention in relation to realities in the field and/or contextual developments;
• improve the intervention under way and its results;
• identify other areas of support after the end of the programme.

While for the final evaluation for Decision ENPI 2012/023-533 and all remaining projects the main aim was to :

• detect the real changes in the field and analyse the changes produced by the intervention;
• check and explain achieved results;
• identify and judge unexpected results;
• assess the sustainability of the intervention's benefits;
• report to the institutions that have allocated the resources;
• transfer acquired experiences to other countries or sectors.

The evaluation covered all evaluation criteria (relevance, effectiveness, efficiency, impact, sustainability + EU value added and coherence).

The project aimed to promote public awareness regarding the objectives of the EU financial assistance in the transport sector and its impact on Turkish citizen's lives and Turkey’s economy.

Activities carried out to ensure and sustain the proper visibility of TOP and its projects.

A renewed perspective for the Communication Strategy and Action Plan was prepared.

Project-specific publicity events, media exchanges, focused events organized.

Raising of awareness and the dissemination of information to the general public and other stakeholders assured via printed, visual, website and social media.

The project also provided expert support to the Contracting Authority to enhance its capacity to implement information and publicity activities via formal training modules and a study visit.

The following results conducted:

• Public awareness raised on the TOP policy, activities, achievements and opportunities.

• Operations which are funded by TOP are promoted and target groups are informed about

the programme and projects.

• Capability of the EULD Staff and end recipients of publicizing the projects improved.

• Sustainability of publicity/visibility activities ensured.

The global objective of the evaluation was to provide the EUD to BiH with sufficient information to make an informed judgment about the past performance of the selected projects (their efficiency, effectiveness and impact), to document lessons learned and to provide practical recommendations for follow-up action.

The specific objectives of this project were:

• To assess in particular the efficiency, effectiveness and impact of project implementation, indicating clearly to what extent the results, purposes and overall objectives of the selected projects were achieved.
• To provide comparative assessment of efficiency, effectiveness and impact of EUD interventions based on the selected projects, including strengthens and weaknesses of the different implementation methods.
• To identify and document lessons learned, focusing on the design, implementation and management of the selected projects for improving of programming and identification of possible future actions under IPA II.
• To provide recommendations for practical follow-up action, with the emphasis on actions related to sustainability of project benefits
