The global objective of the assignment was to provide technical assistance and capacity building support to Nyein (Shalom) Foundation for its peace process and peacebuilding projects and its support to EAOs.

The specific objectives were to provide project management support and capacity building to Nyein (Shalom) Foundation, in particularly senior management and the Peace Process Support Program. Through embedded needs-driven support to this key national organisation, this assignment has supported the growth and sustainability of Nyein (Shalom) Foundation as well as supporting continuity in support to EAOs during a critical period in the peace process and political dialogue.

The overall objective of the project was to develop realistic options for the introduction of a diploma qualification in the primary education sub-sector and to demonstrate their systemic, financial and institutional implications.

Particip reviewed the various options for a diploma as outlined below:

• Diploma qualification for teachers;
• Diploma qualification for other primary education sub-sector personnel;
• Diploma qualifications in areas of specialisation.

Each review considered different ways in which the category of diploma could be introduced. The project determined the feasibility of sustaining each option in terms of the likely, available financing as well as the set-up costs. The capacity to deliver a diploma programme was analysed as well as implications for Teacher Training Colleges and their associated Teaching Practice Schools. The institutional links necessary to validate a diploma was also explored and elaborated.

General objective

The mission of the expert is to assist the TAAF Administation in the preparation of the draft Programming Document as well as draft Financing Agreement for the "OCT-Indian Ocean" regional program under the 11th EDF-OCT, in accordance with the provisions of the Overseas Asssociation Decisoin. The Regional Authorizing Officer is the main point of contact for the expert.

Specific objectives

Objective 1: Taking into consideration part A of the the programming document, already approved and within the framework of the latter, to assist and accompany the TAAF authorities in the course of further consultation with stakeholders in the framework of the preparation of the Indian Ocean regional program under the11th EDF-OCT. The list of stakeholders will be established in close consultation with the Regional Authorizing Officer.

Objective 2: Taking into consideration part A of the programming document, already approved and within the framework of the latter, prepare the draft document listed in point 2.d of these ToR on the basis of the current European Commission models.

The expert assists the TAAF authorities and collaborates with them in order to carry out any update or make modifications deemed necessary to the draft documents submitted, following the comments received from the services of the European Commission and thorughout the process of programming, identification and formulation. The services of the expert are completed only after the approval by the European Commission of the programming document, the adoption of the financing decision anf the signature of the financing agreement.

Objective 3: Taking into consieration part A of the prgramming document, already approved and within the framework of the latter, assist the TAAF authorities throughout the programming process (indentification, formulation, financing agreement) of the resoures allocated within the framework of the Indian Ocean Regional Program under the 11th EDF-OCT and until the signature of the financing agreement.

It may be noted that a methodology and a workplan have already been provided under a first technical assistance contract which has led to the validation by the European commission of part A of the programming document.

The evaluation focused on the "learning" and "accountability" dimensions with a focus on the former. The first required particular attention in order to draw useful lessons for other interventions or for new policies, strategies and programmes.

The review used the "Performance" evaluation grid to carry out the analyses relating to the traditional evaluation criteria which are "effectiveness", "impact" and "sustainability".

The specific evaluation questions used in this review focus on:

• The improvement of communal governance and its contribution to the sustainable improvement food security as well as the options for ensuring the sustainability of the structures put in place;
• Capacity building of local development to
• Lessons and practices learned that could be used as a basis for future interventions, particularly in sectors benefiting from the transfer of skills and resources to local authorities;
• The sustainability risks of investments made under PAMED II and how to miate the
• The conditions for success in terms of utility and sustainability of infrastructure management in public-private partnerships (PPP).

The team followed the methodology proposed in the TOR. Thus, the evaluation questions identified by the TOR guided the data collection in four communes. At least one commune was chosen in each of the four intervention departments, all representing the different levels of performance defined on the basis of the criteria established by the programme. In consultation with the UGAT team and other informants, the mission team selected the communes of Douméga (with the highest score of 91%), Fabidji (86%), Kiéché (74%) and Sokorbé (64%).

The mission was part of the preparation of the PAASIT, whose general objective is to contribute to reduce and dissipate the general climate of impunity and insecurity by providing security as a public good quality that meets the needs of all citizens.

The specific objective of the mission was to enable the NCIS to be set up.

Since March 2015, the EC initiated another review and consultation process to consider moves toward a new European Neighbourhood Policy.

On-going consultations with partners in the neighbouring countries and with stakeholders across the EU were expected to lead to the issuance of a Communication setting out proposals for the future.

The Armenian Minister of Economy (Coordination of EU assistance) and the Commissioner for ENP and Enlargement Negotiations signed the MoU launching the Single Support Framework for EU support to Armenia to set the priorities for cooperation over the period 2014-2017.

This Project provided continued assistance to Armenian representatives to improve and implement their aid management system, enhance the capacity for quality input, develop consultation mechanisms for civil society organisations and the private sector and the visibility of EU aid through three major Components:

Component I: Institutional strengthening;

Component II: Enhance EU and WTO Affairs Department analysis and input in aid programming and implementation;

Component III: Communication and visibility, especially on budget support.

The global objective of the assignment was to identify and formulate priority areas for a new focal sector on Good Governance and Reconciliation by considering a medium and long-term time-frame of Reform processes.

The specific objective of the assignment was two-fold:

• Identify and frame the new focal sector on Good Governance and Reconciliation to be included in the reviewed Multiannual Indicative Programme 2014-2020.
• Identify and subsequently formulate (a) detailed proposal(s) and/or programme(s), including activities, expected results, implementation modalities, delivery mechanisms, budget estimates and complete logical framework.

The objective of the study was to provide the EU with a review of the gender situation in Central Asia and in each of the 5 countries of the region (i.e. Kazakhstan, Uzbekistan, Tajikistan, Turkmenistan, and Kyrgyzstan) as well as specific recommendations.

The review provided an understanding whether gender inequalities persist both formally and informally in each country of Central Asia, i.e. Kazakhstan, Uzbekistan, Tajikistan, Turkmenistan, Kyrgyzstan and in the Central Asia region considered as a whole.

The study focused equally on causes of gender inequalities and discrimination, how it intersects with other inequalities, how it impacts on human rights enjoyment and/or benefits produced by and access to development efforts as well as an understanding of partner governments' commitment and capacity to work on Gender Equality and Women's Empowerment (GEWE) issues.

Finally, it provided specific recommendations on issues to be addressed to improve gender situation and discrimination in each of these sectors through EU assistance through the Development and Cooperation Instrument at regional and bilateral levels focussing for the latter on the focal sectors of EU intervention in each country.

The global objective was to recruit assessors to assist the Contracting Authority in the evaluation and selection of the best proposals under "EU Peacebuilding Initiative" (Ref: EuropeAid/154474/DD/ACT/Multi) and to achieve high quality, complete and coherent selection process of projects in line with the criteria set in the guidelines for grant applicants.

The specific objective was to provide technical support to the services of the Contracting Authority in the technical and financial assessment of the proposals received in accordance with guidelines provided by the Contracting Authority which were based on the published evaluation grids. These assessments will be used by the Contracting Authority in process of selecting the best proposals.

The project provided independent and objective ++monitoring and assessments++ of the EU funded projects' implementation progress with regards to quality of the activities being implemented towards the achievement of the expected results, perceptions on the ground and suggested actions for ++correcting gaps in the implementation++ of activities by the implementing partners.

The following key activities were undertaken:

• ++Independent and objective monitoring and evaluation++ of EU-funded projects in Somalia in order to ++enhance program quality++, data analysis, baselines, accountability, effectiveness and ++capacity building services++ for the Ministry of Planning and International Cooperation (MOPIC), who will in the future be the National Authorising Office (NAO); including its ++Monitoring and Evaluation Department++, concerned line ministries, as well as, key ministries from Somaliland.
• ++Monitoring and evaluation of project progress++ and assessing if implementation is in line with the Compact priorities and principles, as well as, with the respective ++underlying strategic frameworks for the EU Development Cooperation++. EU Somalia engaged the services of a ++third party monitoring firm(s) to cover monitoring++ of all EU programmes/projects in Somalia and assess their effectiveness and efficiency.

Results achieved:

• Result 1: Approved monitoring and evaluation reports on implementation progress. These reports reflected ++relevance, effectiveness, efficiency, sustainability and impact++, including gender disaggregated data, conclusions and any other relevant information collected during the monitoring missions.
• Result 2: Recommendations, and where relevant, ++improved indicators of outputs, outcomes and impact++ suggested for the EU, the Somalia Government and the implementing partners to report on in subsequent year of performance.
• Result 3: An ++analysis of implementing partners’ monitoring and evaluation processes++ and concrete ++recommendations for improvement++.
• Result 4: Shared lessons learnt, ++verification results++ and programme management implications on a sector wide level in a user-friendly, accessible manner.
• Result 5: ++Built the capacities++ in the National Monitoring and Evaluation department of the Ministry of Planning and International Cooperation (future National Authorising Office), as well as, concerned line ministries. This included the ++provision of an M&E training workshop++ for the above line ministries and involving them in ++joint monitoring++ of activities.

The project team provided a detailed strategic ++sectoral and geographical review++ of EU projects and provided ++lessons learnt and recommendations for future programming++. A ++rapid country context analysis++ was done, identifying priorities, needs and gaps (mainly related to inclusive economic development. ++SWOT analysis++ was done for each geographical corridor and a draft ++Action Document++ formulated, for future EU engagement in Somalia.
