The objective of the assignment was to produce a meta-analysis which highlights the key trends observed in evaluation reports published by EVA-11. The report fed into an annual report requested by the Finnish Parliament.

The following issues were analysed:

• Description of EVA-11 evaluation portfolio
• Key findings summarised by trend/theme
• Main conclusions by trend/theme
• Main recommendations
• Evaluation challenges

The study provided relevant information to the Government of Guinea and the European Commission justifying the development of a technical landfill center (TLC) within the framework of the Urban Development and Sanitation Program in Guinea (SANITA) to be financed by the 11th FED.

The specific objectives of this contract included:

• Identify and make a comparative analysis of the sites of a TLC.
• Evaluate the technical, economic and financial feasibility for setting up a TLC.
• Evaluate the environmental and social impact and propose a management plan to remedy it.
• Develop the 'Design and Build' tender dossier.
• Develop the terms of reference for technical assistance for the examination of offers related to the Design & Build contract, the contractualization with the successful tenderer as well as the control mission for monitoring the rehabilitation.

The principal objectives of the evaluation were to present the following to the concerned departments of the EU’s international cooperation, to the partner government and, if need be, to the general public:

• a global, totally independent assessment of the results of the intervention (1st phase of the project Rehabilitation of basic social services and reinforcement of local authorities’ capacities in the poles of development (PDD)) by putting a special focus on the results of the project in relation to its objectives;
• the principal lessons learnt of the intervention as well as recommendations in order to improve the measures in place and future actions.

Being the mid-term evaluation, its principal objective was related to the weak performance of the implementation of the Project less than a year before the expiry of the contract, which had already been extended to D+7. It seemed to be crucial to identify the underlying causes for that in an independent and detailed way, which allowed the evaluator to propose short-term correcting solutions in order to finalize or reorient the foreseen activities in an appropriate way, to strengthen the achievement of the results and to limit decommitments upon expiry of the convention.

In the framework of its Partnership Instrument, the EU is pursuing action in support of the worldwide abolition of death penalty which is a top foreign policy objective and priority in the EU external human rights policy.

Asia appears as the next frontier in the international campaign against capital punishment. With eight retentionist countries of out 10 ASEAN Member States, South-East Asia (SEA) is a region where capital punishment remains a general standard, with strong roots in local history, cultures and religions/beliefs. A project "Moving away from Death Penalty in South-East Asia" has therefore been designed under the EU's Partnership Instrument. One of its components was this regional awareness campaign with the global objective to promote the abolition of death penalty in South-East Asia

++Specific objectives:++

• accompany the ASEAN Intergovernmental Commission on Human Rights (AICHR) death penalty study and recommendation process;
• develop and deploy a communication plan and tools in support of regional action on death penalty.

The general objective of this contract was to assist the EU Delegation in Tunisia in the identification (phase 1) and the formulation (phase 2) of a budget support program for the implementation of the Strategy and Action Plan for the Reform of Justice, thus complementing JRSP I and II.

The program was to contribute to the reform of justice in order to reaffirm the independence of the justice and to enhance its effectiveness in the provision of public services to Tunisian citizens.

Specific objectives:

To draw up an inventory of the progress made in the implementation of the Strategy for Reform of Justice 2016-2020. This was based on the consolidation of the achievements of phases I and II of the JRSP. Other areas of justice were also covered in this new program, including civil and commercial justice. Moreover, administrative and financial justice underwent major reforms under the new provisions of the 2014 Constitution. Budget support also included technical assistance / institutional support as well as support to society so as to speed up the planned reforms.

Following the identification of the areas of intervention and in agreement with the beneficiary authorities, the mission formulated the support program in detail, demonstrating its relevance and consistency with policy objectives and instruments of the EU and the country, its feasibility, its complementarity with the actions of other donors, as well as with projects already underway or planned by the EU. The missionl drafted all the documents necessary for the implementation of the action.

The general objective of the assignment is to support the Tunisian authorities (presidency of the Government and concerned ministries united in a steering committee) in conducting functional reviews in order to reform the public administration.

The specific objectives of the mission are as follows:

• support to the Tunisian government in the launch of functional reviews of four ministerial departments;
• follow-up the good implementation of the functional reviews and assure coherence and coordination between the processes followed within each entity concerned, until a final document will have been prepared by each team.

The global objective of the assignment was to assist the National Treasury and the EU Delegation to

South Africa to design (a) programme(s) aimed at improving public service delivery innovation and

performance in municipalities through enhanced financial management and organisational

(institutional & human) capacity in line with the mandates of local government.

The specific objective of this assignment, was to contribute to the design of (a) multi-disciplinary programme(s), scheduled for 2017, taking into account the preliminary work done by the EU Delegation to South Africa and the Government of South Africa.

The GIZ spported the Liberian transport sector since 2008 through the project “Capacity Development in the Transport Sector.”

Particwas invited to facilitate a strategy workshop for the project. The objective of the workshop is to streamline project implementation and to develop an idea for the subsequent phase of the project.

In additiot the strategy workshop was complemented with team-building activities, as new team leaders have recently joined the team.

The risk of electoral violence in Nigeria was high due to exacerbating conflicts in the Delta region, the North-East and for the decades-long conflict between pastoralists and sedentary farmers. Fully aware of the main challenges, the country’s Independent National Electoral Commission (NEC) was committed to resolve the problems related to the situation of internally displaced people and other vulnerable groups to constituency delimitation and many others. In order to support the NEC in tackling these challenges the EU sent an Electoral Observation Mission EOM in 2015 to assess the general elections in the country and has been engaged intensively on the follow-up of the recommendations on both the political and technical level.

Therefore, the overall objective of this assignment was to contribute to the consolidation of democracy and to support institution building and transparency in Nigeria in the context of the implementation of the EU EOM recommendations of 2015.

The specific objectives of the Mission were to:

• Assess and report to the European External Action Service and the EC on the progress made in electoral reforms since the delivery of the final report of the 2015 EU EOM.
• Review and adjust the set of EOM recommendations to the developments regarding electoral and legal reforms as well as the current institutional, political and social context; new recommendations were given to improve future electoral processes, with specific focus on recommendations that could be implemented prior to the next Parliamentary elections in 2019 or prior to the next Presidential elections in 2018.
• Inject momentum in implementing recommendations of the 2015 EU EOM and address shortcomings in view of future elections by meeting all relevant stakeholders, including the national authorities, the election management body representatives, political actors, civil society, representatives of the international community and the media

This assignment provided a coherent proposal to ECOWAS and EU for the strengthening of coordination and cooperation in security in West Africa and the implementation of programmes dealing with specific threats.

It gave sufficient background information and justifications to enable the ECOWAS and EU to make an informed decision on specific objectives and of the projects' implementation modalities.

The specific objective of this assignment was to prepare all the necessary elements of 4 different Action Documents to implement 4 potential projects covering respectively areas A, B, C and D.(Area A: Border Management, Area B: Enhancing Cybersecurity in ECOWAS region, Area C: Support to GIABA, Area D: Fighting against illicit trafficking).

For each area A,B,C and D, it was required to proceed to:

• an identification of issues, strategical orientations and priority intervention areas
• a formulation of the project under 11th EDF (Phase II).
