Global objective: Raise awareness about the EU, its values and activities in Azerbaijan

Specific objectives:

1) Develop and implement large scale visibility and communication activities for the EUD, namely a one-week bus-tour to main urban centres outside of Baku: Ismayilli, Gakh, Zagatala and Sheki.

2) Design, implement, follow-up, monitor and ensure quality control of visibility/communication activities

These objectives are in line with the political committments in place between the EU and Azerbaijan: The adhesion of Azerbaijan to the Eastern Partnership in 2009 was a commitment from both sides to develop closer ties - the visa facilitation and readmission agreement in September 2014 a concrete sign that this process is moving forward. Subsequently the aim was to also inform the local populations of EU activities and the perspectives that these open for Azerbaijani target groups.

The mission was expected to provide EU and the NAO with sufficient information to make an informed judgment about the performance of the ongoing CSF with a view to draw lessons and take appropriate follow-up action if applicable, as well as to formulate the formulation the next EU-funded programme in the CSF II.

The main objectives of this evaluation were to provide the relevant services of the European Union, the interested stakeholders with:

• an overall independent assessment of the past performance of the Cooperation Support Facility, paying particular attention to its performance results measured against its objectives namely the following projects: (1) Technical Assistance to Support Capacity Building to NAO Services, (2) TA to support Visibility, (3) Programme Estimate no.1 and no.2, TA to Ministry of Agriculture and Fishery, TA to President office, and TA to Prime Minister office.
• Key lessons and recommendations in order to improve current (if relevant) and future Actions Assist the EU, the NAO, and the other relevant stakeholders in the formulation of the next EU

funded programme in the CSF II, taking into account the finding of the mid-term review.

In particular, this evaluation served the EU and the NAO service with sufficient information to make an informed judgment about the performance of the ongoing CSF with a view to draw lessons, as well as to formulate identification of the next EU-funded programme in the CSF II.

The overall objective of the project is to contribute to socio-economic development of Bafra.

The purpose of this contract to improve the competitiveness of all enterprises in Bafra with special focus on export development and stimulate start-ups.

Results to be achieved is:

• Business infrastructure for small and medium scale enterprises and entrepreneurs strengthened.

• Operational efficiency and access to finance capacities of small and medium enterprises and

entrepreneurs increased

• Capacities of the project partners improved related to small business advisory services

The global objective of the Programme was to deepen and strengthen cooperation and contribute to the sustainable social and economic development of the Wider Caribbean Region.

The specific objective was to design a framework for structured and continuous dialogue to strengthen political, economic and technical cooperation between the Caribbean Forum of the African, Caribbean and Pacific States (CARIFORUM), the FCORs and OCTs.

The specific objective of this project was to strengthen the infrastructural capacity of the Directorate General of Migration Management in order to effectively implement the EU-Turkey Readmission Agreement and to advance the implementation of the Visa Liberalisation Roadmap by preparation of tender documents for the supply of furniture of 7 new removal centres which were to be constructed from the National funds in Ankara, Agri, Canakkale, Kocaeli, Konya, Malatya and Tekirdag and for the refurbishment and maintenance of 13 removal centres in Adana, Antalya, Aydin, Bursa, Canakkale, Edirne, Gaziantep, Istanbul, Izmir, Kirikkale, Kirklareli, Tekirdag and Van which were to be taken over from TNP (Turkish National Police).

The overall objective of the project is to contribute to regional integration by ensuring more effective, coherent, coordinated and adaptive biodiversity use management in line with international and regional agreements and priorities for sustainable development and to improve livelihood.

Specific objective: To develop and strengthen national and regional capacity to manage the direct and indirect use of coastal, marine and island-specific ecosystems towards the sustainable conservation of biodiversity.

In Malawi, one of the main priorities within the second Education Sector Implementation Plan (ESIP II) is aiming to significantly reduce repetition through capping the repetition rate at 10%. In 2011, a circular on repetition by MoEST was produced.

The overall objective of this project was to review and update Repetition Policy, develop Policy guidelines and corresponding implementation plan to increase learner retention and promotion.

Policy guidelines developed describe strategies and concrete measures to implement the policy. These strategies address the quality of education in general, but also focus on direct measures to implement the policy. These included but were not limited to measures regarding:

- the assessment of learners and decision making on promotion and repetition

- other related policies and strategies, particularly regarding learner and teacher attendance

- preventive and remedial programmes

- incentive schemes for school management and teachers

- supervision and support to districts and schools

The implementation plan developed lays out activities, timelines and responsibilities in relation to the identified strategies captured in the policy guidelines. Additionally, it included a monitoring framework to ensure the availability of information to track the progress of the implementation and its impact.

The global objective of this Contract was to ensure implementation of the commitments made by Georgia in the FA, and in particular towards consolidation of independence, professionalism, impartiality and efficiency of the judiciary, access to justice and right to fair trial, efficiency and fairness of the criminal justice system, and improvement of private and administrative law systems.

The specific objective of this Contract was to assess the fulfilment of the general and specific conditions, criteria and verification indicators for purposes of disbursements of tranches under the 3rd Budget Support Programme (BSP) in line with the FA.

The assignment was part and parcel of a broader evaluation of the Bank’s Program Based operations (PBOs) for the period 2012-17 led by IDEV. Consultancy input consisted of four tasks:

• a portfolio-wide project review, analysing documentation associated with each operation;
• a focused institutional comparison with two comparator institutions;
• an online survey collecting the views of officials from partner governments and Bank staff engaged in PBOs;
• Cluster evaluation on energy, including the following five country case studies: Angola, Burkina Faso, Comoros, Nigeria and Tanzania.

The objectives of the wider evaluation were to provide credible evidence regarding how the Bank is programming, designing and managing its PBOs as well as their performance. In addition, it aimed to identify lessons and factors that have hindered or enabled good results based on solid evidence.

The overall objective of the future governance programme was to contribute to poverty reduction, economic growth and good governance in Laos.

The specific objective of this assignment was to support the EU and the Government of Lao PDR in the identification and formulation of a range of possible interventions that can be developed into a governance programme, which includes both public administration and aspects of economic governance, namely public financial management.

The proposed interventions will improve, inter alia, transparency and accountability of PFM, promote fair and transparent domestic tax systems, improve domestic revenue mobilisation and procurement, increase the capacity and control of oversight bodies, strengthen the capacity of public administration in service delivery at national, provincial and local level while accompanying the institutional framework and the decentralisation process.
