The overall objective of this consultation is to provide the Permanent Secretariat of the PNDES (SP/PNDES) and the various actors involved with an action plan aimed at strengthening monitoring and evaluation for the PNDES. This action plan should ensure that actions are defined to monitor the Sustainable Development Goals (SDGs) and that such actions allow for a strengthening of the links between policy monitoring and the budgetary process.

In concrete terms, and based upon the draft action plan drawn up by the SP/PNDES, this consultation will involve:

• making a global diagnosis of the monitoring and evaluation mechanism;
• assessing the operational capacities of those involved in the mechanism;
• identifying the operational capacity building needs of the mechanism’ s stakeholders;
• proposing, in consultation with the mechanism’ stakeholders, of activities to strengthen the implementation of the PNDES;
• proposing a capacity building programme for the mechanism’ stakeholders;
• providing the SP/PNDES with a coherent action plan;
• estimating the cost of the action plan, defining the sequencing of activities and identifying the responsible structures;
• defining common instruments for the financing of this action plan by the Technical and Financial Partners (PTFs) in Burkina Faso;
• defining a communication plan for the different audiences: authorities, general public, PTFs, potential investors, civil society;
• writing the different project documents (DAO) for future EU support to the implementation of the PNDES.

Results to be achieved by the contractor:

• Result 1: The action plan is defined. Its cost is estimated and the timetable for its implementation is available
• Outcome 2: The instruments for financing the action plan by the PTFs are identified. Operational requirements are identified
• Output 3: The communication plan of the PNDES is defined
• Outcome 4: A training plan for stakeholders (including SP/PNDES, DGESS, DGESS, DGEP, INSD) is defined
• Outcome 5: Project documents for future EU support are available

The purpose of this evaluation was to provide an assessment and evidence on the scope and performance of the implemented and on-going EU support to CT/PVE provided by the IfS and the IcSP from 2007 to 2016. It aimed at providing recommendations for the improvement of the design and the implementation of EU support to CT/PVE in line with:

a) the principles laid down in the following key EU policy documents:

• A Global Strategy for the European Union’s Foreign and Security Policy – Shared Vision, Common Action: A Stronger Europe (2016);
• European Union Counter-Terrorism Strategy (2005);
• European Union Strategy for Combating Radicalisation and Recruitment to Terrorism (2014);
• Preventing Radicalisation to Terrorism and Violent Extremism: Strengthening the EU’s Response (2014)
• Communication from the European Commission of the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions Supporting the Prevention of Radicalisation Leading to Violent Extremism (2016).

b) the principles laid down in the following key international policy documents :

• The UN Global Counter-Terrorism Strategy (2016);
• The UN Secretary General’s Plan of Action to Prevent Violent Extremism (2016);
• GCTF Ankara Memorandum on Good Practices for a Multi-Sectoral Approach to Countering Violent Extremism (2013);
• The UN Sustainable Development Goals (2016)

The evaluation provided the European Commission, the European External Action Service, and other relevant stakeholders with:

• an independent assessment of the overall IfS/IcSP support to CT and to PVE (2007-2016), paying particularly attention to the results achieved against its objectives;
• key lessons and recommendations to FPI.2 in order to improve current and future support for CT and PVE financed under the IcSP;
• recommendations to the European Commission on the best way to approach and improve its support to CT and to PVE both in terms of the use of policy dialogue and

financial assistance.

The analysis, lessons and recommendations were explicitly distinguished (separated when

necessary) given the differences of objectives, approaches and activities relating, on one hand,

to counter terrorism and, on another hand, to the prevention of violent extremism.

The results of the evaluation was used to:

• demonstrate whether already on-going/planned IcSP interventions in the area of CT and PVE have taken on board the past lessons learned;
• feed into the overall evaluation and impact assessment of the IcSP;

Geographical coverage:

The evaluation covered all beneficiary countries in which the IfS/IcSP provided/provides support to CT/PVE.

The “Offline” CBR mechanism, managed by UNDP provided an option to pay competitive salaries to up to 191 senior civilian officials requested for the MOIA, following established recruitment and selection guidelines.

Specific objectives of the HR audit were: to identify key challenges, lessons learned, and recommendations for strengthening the management, practices, and processes of recruiting qualified civilians in the MOIA.

As an HR Firm, Particip did an “end to end” in depth audit of the “Offline” Capacity Building for Results (CBR) Human Resource planning, recruitment, and management process of the (up to 191) MOIA Civilian appointments.

Technical assistance to monitor implementation of the programme to support the implementation of the government equality plan in Morocco.

The services will ensure both regular monitoring of the programme's implementation and examination of the conditions regarding disbursement of the different budget support tranches.

The contract will involve several monitoring assignments during implementation of the programme, to be carried out by 3 experts, 1 in the fields of (i) policies and strategies for gender equality, (ii) legal and judicial frameworks for women's rights and (iii) macroeconomics and gender-based budgeting.

The main objectives of this evaluation were to provide the relevant services of the European Union, the

interested stakeholders, and the wider public with:

• An overall independent assessment of the past performance of the Governance programme,

paying particular attention to its results measured against its objectives;

• Key lessons and recommendations in order to improve and future Actions.

In particular, this final evaluation will serve to:

(1) Make an assessment of the programme, its design, implementation and results, and to

(2) Determine the relevance and fulfilment of objectives, developmental efficiency, effectiveness, impact,

and sustainability.

The main users of this evaluation will be the EU Delegation and the National Authorising Officer (NAO).

The "Annual Report on the implementation of the European Union's instruments for financing external actions" is first and foremost a legal obligation for the European Commission to report to the European Council and to the European Parliament on development and external assistance and their implementation.

The global objective for this assignment was to produce the "Annual Report 2017 on the implementation of the European Union's instruments for financing external actions in 2016” as well as its accompanying Staff Working Document.

The assignment included the editing of the Staff Working Document, the drafting, layout and design of the Annual Report, as well as the production of an animated presentation of the Report's results. The Report was translated into all official EU languages.

The evaluation assessed the EU’s cooperation strategy in Côte d’Ivoire as well as its implementation between 2007 and 2015. Both levels – strategy and implementation – were evaluated. The main objectives of the evaluation were:

• to provide a global and independent assessment of the past and current EU cooperation and to put it into perspective with the general objectives and political priorities of the EU with regards to the country, not only for EU services but also for member states and for a broader public in general;
• to draw the main conclusions and to formulate recommendations in view of (i) improving current decisions and (ii) providing better information for future decision-making with regards to the cooperation strategy;
• produce a document that will serve as base for the upcoming joint programming in 2016 between EU, France, Germany and Spain, and which will answer to the challenges of such an effort.

The scope of the evaluation covered:

• All agreements, the cooperation framework and other official commitments of both EU and Ivory Coast, including the objectives and priorities of EEAS with regard to EU-Côte d’Ivoire relations.
• The following financial instruments: envelopes of the European Development Fund (EDF), of the European Instrument for Democracy and Human Rights (EIDHR), of the Instrument for Stability (IfS) and of thematic programmes financed through Development Cooperation Instrument (DCI).
• The coherence between interventions managed by DG DEVCO-EuropeAid and those managed by DG ECHO, the European Investment Bank EIB or other EU interventions and policies in the field of development cooperation which affect Côte d’Ivoire. A particular attention will be laid on the interim economic partnership agreements (EPA) with Côte d’Ivoire for the fisheries sector.

The global objective was to promote Public Administration Reform process in the Republic of Moldova and to support the preparation of the Annual Action Programme 2016 in the field of complementary Technical Cooperation Facility. An other objective was to draft four Terms of Reference for the individual activities foreseen in the Annual Action Programme 2015 for Public Administration Reform, one Technical Specifications for the Action on National Bureau of Statistics and support to the tendering procedure.

Global objective of the assignment:

• Contribute to improved visibility of EU and EU assistance through a series of engaging multi-media materials and publications show-casing tangible results of EU funds provided for the development of the Republic of Moldova and its people.
• Ensure promotion and dissemination of the multi-media materials and publications produced in the framework of this contract.

The visibility of the EU and EU assistance in the Republic of Moldova is among key priorities of EU actions in country. An effective and strategic communication, in light of increasing awareness about the results of EU funds provided for the development of the country and its people, is envisaged. Increased communication and visiblity of EU and EU assistance is important to provide the target groups with accessible, easily understandable and relevant information on the different tools and channels of EU assistance.

The overall objective of this assignment was to conduct a final evaluation of the IcSP actions under Commission decision 39786.

The specific objectives of this final evaluation were:

• to assess the performance of the two projects, including types of interventions, design and execution of assignments;
• to assess if and to what extent the projects have contributed to facilitating EU support to third parties engaged in the migration crisis in Haiti;
• to describe the possible steps that could have been taken to minimize the risk of unsuccessful implementation any further (if any);
• to describe the possible positive outcomes despite not achieving certain results;
• to make an assessment of the project’s visibility, information and communication;
• to identify and document key lessons learned;
• to produce a set of recommendations that will assist the EU in designing and implementing future actions in this sector.
