The overall objective of this contract was to contribute to the improvement of the performance and efficiency of the judicial administration as well as the courts in order to support the economic and social development of the country.

The elaboration of a diagnostic study of the justice sector which served as a basis for establishing the Government's policy in this area as well as an EU project taking into account the components:

• Access to Justice
• Training Courses
• Informatization
• Support to the National Human Rights Commission.

The specific objective of the assignment was to provide technical and logistical support to EUD Serbia staff for two one-day internal meetings to improve programming preparation and facilitation of the monitoring tools for all modalities of IPA financial assistance as well as visibility and communication.

The global objective of the assignment is twofold:

1. To provide necessary inputs and support for the elaboration of a document on “Elements for a strategic EU approach on Water and development” (the Document), to be used as an operational instrument for forthcoming actions in the sector.

2. To provide policy support to the Nexus Dialogues project on behalf of DG DEVCO; being the overall objective of the Nexus Dialogues project to support the institutional transformation required to meet increasing water, energy and food security (including land) demand (without further environment degradation), through the development of a truly integrated nexus approach.

The specific objectives of this project are:

++For the document on EU approach on Water and Development:++

• Assist DEVCO HQ in collecting information on existing sector strategies and priorities from EU member states (MSs), International Finance Institutions (IFIs), International Organisations (IOs), Partner

Countries, Non state actors (NSAs), and the Private sector;

• Participate to the ad-hoc events and meetings for the preparation and elaboration of the document, taking stock of past experiences and existing financial and policy instruments (i.e. European External Investment Plan, New Consensus for Development, Agenda 2030, SDG 6, etc.);
• Take into consideration in the drafting the EU approach on Water Development, but not limited to, the following concepts related to global considerations on water and development:
• Considering protection and sustainable use of surface and groundwater resources, conventional and non-conventional resources, including transboundary basins;
• Meeting environmental and water quality objectives, including sanitation, pollution prevention and de-pollution;
• Tackling climate change impacts and increasing climate and disaster-resilience;
• Tackling migration challenges, amongst and inside countries;
• Ensuring access to safe drinking water as a fundamental human right, particularly for the most vulnerable;
• Promoting transboundary water cooperation for optimal and sustainable water resources development and management at the basin scale and as an instruments to tackle conflicts;
• Promoting sustainable economic and social development with the potential for significant employment benefits;
• Continuing the promotion of gender mainstreaming, focussing on youth, transparency and improved accountability in the water sector;
• Gathering of reliable data and information, research and innovation and technology transfer, education and awareness as well as capacity building and knowledge management;
• Promoting sustainable financing, investments and operational partnerships with the private sector.

++For the Nexus component:++

• Support DEVCO HQ, EU Delegations, and the implementing partners in the implementation of the Nexus Dialogues project as appropriate;
• Foster and enhance a nexus process leading to coherent nexus frameworks and built on endorsed ministerial agreements and endorsed action plans, in particular in the following regions: SADC and Central Asia;
• Support the identification and preparation of a list of "Nexus" investment priority projects in the different target regions;
• Participate in Executive Committees, Steering Committees and Regional Dialogues of the Nexus Dialogues Projects in the three regions as appropriate.

The project "Children’s Fund" was set up in 2005 to support activities aimed at fighting child trafficking and the worst forms of child labour in Burkina Faso.

The ++overall objective++ was to contribute to the strengthening of human capital and the promotion of social protection. The ++specific objective++ was to strengthen the legal, institutional, socio-economic and cultural environment so that it was conducive to the promotion and protection of child rights.

The project activities were categorized into three components :

++Component 1++ aimed to strengthen the legal and institutional environment thereby facilitating the promotion and protection of child rights at national level. Activities :

• Advocacy for the inclusion of child trade and trafficking topics in the national education policy.
• Strengthening of the legal and institutional framework for the promotion and protection of child rights.
• Support in drafting thematic studies and in implementing recommendations.
• Capitalisation on the experiences of the Children’s Fund and dissemination of good practices at national level.

++Component 2++ aimed to develop the capacities of the local and regional authorities in the project priority area so that they could better fulfil their role, particularly in the social sector, helping children who were victims of or had been exposed to trade and the other worst forms of child labour. Activities:

• Provide support to the local and regional authorities with Information – Education – Communication (IEC) activities, and with advocacy and resource mobilisation.
• Accompanying the local and regional authorities in the preparation and implementation of Municipal Action Plans for fighting child trade and labour (MAP/CTL) and of thematic studies.
• Accompanying the local and regional authorities in the implementation of social services and municipal accounts.
• Capacity building measures to ensure that the local and regional authorities respect cross-cutting issues (gender, HIV/AIDS, environment) when managing social projects in the community.
• Introduction of an ++Award for Excellence++ in the project zone, for the best community project to help vulnerable children.

++Component 3++ aimed to directly improve the target group’s knowledge of child rights, and of social and economic conditions in the priority project zone. Activities:

• Assistance with awareness campaigns (IEC, theatre groups, cine-debates etc.)
• Support for schooling and professional training (scholarships, supplies, tuition fees, school canteens, assistance to Teaching Mother associations).
• Support to the construction / equipment of social infrastructure (reception centres, hostels/shelters, classrooms etc.)

The overall objective of the mission was to assist the Ministry of National Unity and Citizenship in the preparation of program strategy papers and action plans in the fields of human rights, responsible citizenship, conflict prevention and peacebuilding.

The specific objectives of the mission were as follows:

1. To take stock of the strategic orientations of the results of the state of Human Rights and to produce the Letter of National Policy for the Promotion and Protection of Human Rights and a five-year quantified action plan.

2. Develop an action plan to promote responsible citizenship;

3. Develop a national strategy to promote a culture of tolerance and peace in Guinea and an action plan for its implementation;

4. Assist the Ministry's executives in the preparation of projects in human rights, promotion of citizenship and responsible citizenship, prevention and conflict management;

5. Propose a strategy for mobilizing partners.

The overall objective of the project was to contribute to enhancing the partnership between Government and CSOs to achieve national development goals as set in the NDP11 and Vision 2036.

The aim was to develop a more strategic and accountable framework for CSOs – Government relations, characterised by an effective participation of CSOs in the design, implementation, monitoring and evaluation of development policy, while safeguarding independence and autonomy of CSOs.

More specifically, the purpose of the assignment was to undertake an external assessment of the Botswana National NGO Policy and provide inputs into its review. According to the same NGO Policy, the review took place after five years of implementation that is April 2018.

The systematic and timely monitoring of its programmes and activities is an established priority of the European Commission. The focus of the current evaluation is on the monitoring of progress against set indicators and the assessment of achievements, the quality and the results of interventions in the context of an evolving cooperation policy with an increasing emphasis on result-oriented approaches.

Evaluations should provide an understanding of the cause and effects links between activities and results and in this case in particular the effectiveness and efficiency of the EU intervention in the basic education system in Jordan under the EU Support to the Second Phase of the Education Reform programme and in particular the school construction.

At the same time it aims to provide an overall independent assessment of the agreed benchmarks of the European Union's current cooperation under the EU Support for the Budget Support to the Ministry of Education to deal with the Syrian refugee crisis in Jordan under ENI/2014/037-650 and ENI/2015/038-501 as well as future interventions in the same field funded under the Madad program and tentatively a school construction programme funded under Madad.

The current project brings together several needs in the field of education in Jordan which are reflected in the variety of main and specific objectives of the project.

The specific purposes are to contribute to the assessment of the education sector in Jordan with especial attention to the supervision missions through:

• to assess benchmark for indicator 5 under the EUSSPER;
• to assess all benchmarks for the Budget Support to the Ministry of Education to deal with the Syrian refugee crisis in Jordan under ENI/2014/037-650 and ENI/2015/038-501;
• to assess of all benchmarks for the newly planned EU budget Support programme in the field of Basic Education for the school year 2017-2018 under the Madad programme;.
• to update the methodology for the assessment of the quality of education under Jordanian and Syrian pupils, including the design of a new sample of 30 schools
• (tentatively) to assess the school construction under Madad;
• to provide quality assessment reports based on the new sample of 30 schools as from 2017;
• to assess the Common Results Framework of the education support to the Syrian refugees through support programmes of the Ministry of Education funded by other donors under the Jordan Compact;
• to provide additional information upon request by other donors in relation to the Common Results Framework
• to assess the capacity to align the services between MOE and other agencies for the delivery of education services to Syrian refugees as well as formulate areas for improvement and further development;
• to assess the policy of the Ministry of Education in the light of the new Human Resources Development policy;
• to organize workshops;
• to provide recommendations for future interventions
• to update the education sector policy as part of the assessment of the general conditions

The overall objective defined under the FA was to improve health and environmental conditions in the Gaza Strip.

The specific objectives were: improve water supply quality and quantity in Southern Gaza and improve solid waste management in the whole Gaza Strip.

The Capacity Building for Results (CBR) Facility was a 5-year USD 350m reform and capacity building program, funded through the Afghanistan Reconstruction Trust Fund (ARTF). CBR was jointly implemented by the Ministry of Finance (MoF) and the Independent Administrative Reform and Civil Service Commission (IARCSC).

The Facility's objective was to improve the capacity and performance of selected line ministries. This was achieved through a series of capacity and institution building programs, which included systematic monitoring of and reporting on results such as the restructuring of ministries, implementing pay-and-grade reforms, improving budget execution and simplifying business processes.

In return for progress on these reforms, line ministries received resources to recruit, pay and manage skilled national staff. These national staff became part of the ministry’s professional civil service both at central and sub-national level.

• Particip supported the MoF and IARCSC in HR related tasks under the CBR, including supporting the preparation of ToR, recruitment, performance appraisal, checking credentials of applicants, and other due diligence activities in line with government law and procedures.
• Particip reviewed and improved recruitment processes and procedures, management and evaluation of performance, and assure transparent and effective HR processes.
• Particip developed an HR database and reporting system for progress tracking and control.
• Particip assisted development and implementation of a Mid-level Management Development Programme and Management Internship Programme.

The Ministry of Emergency Situations of the Republic of Belarus is aware that an indicator of the efficiency of all services and units can only be the well-being of citizens of Belarus. For citizens to feel safe, the rescuer should be professional and show a high level of professionalism, both in emergencies and in everyday life, providing work to prevent accidents, fires and other disasters.

Therefore, the global objective was to support the EU Delegation to Belarus and the Government of Belarus in the preparation of documents needed for launching a twinning project with the Ministry of Emergency Situations to be financed under the European Neighbourhood Instrument. The purpose of this project was to strengthen the capacities of the Ministry of Emergency Situations to effectively address

existing and emerging disaster risks in Belarus.

The specific objective of this contract was to draft a twinning fiche to improve civil protection and disaster risk management services of the Ministry of Emergency Situations of Belarus by applying best practices from the EU Member States in implementation of the EU Civil Protection Mechanism.
