The global objective was to provide technical assistance to Government of South Africa, and in particular the Department of Justice and Constitutional Development, to analyze the existing data sources and methods of data collection on incidents of racism, racial discrimination, xenophobia and related intolerance in the public and private sector.

Related intolerance includes discrimination on the basis of sexual orientation, gender and disability.

Data refers to any piece of information in numerical or any other form.

The requested technical assistance assisted the government of South Africa with statistical information in the design of country responses to meet its obligations in terms of the DOPA, the ICERD and other international Human Rights treaties referring to discriminations.

The specific objectives of the assignment were:

• Identify and catalogue the methods of data collection, dissemination of data and the publishing of data by existing institutions and structures in the private and public sector with regard to racism, racial discrimination, xenophobia and related intolerance.
• Determine the owners of data, how data is generated and the products/outcomes of these processes.
• Categorise the format of data collected by governmental and non­governmental institutions including academia, think tanks and other civil society organizations
• Provide recommendations on the utilisation of the combined existing databases as a national tool to record incidents of racism, racial discrimination, xenophobia and related intolerance.
• Engage organs of state, non­governmental sector and the private sector in establishing the sources of data and methods used to collect, analyse, disseminate and publish reliable statistical data.
• Literature review on the methods of data collection, dissemination and publishing of data at both national and local levels.
• Conduct an international comparative desktop study on similar data collection methods and processes/ mechanisms.
• Analyse all the regulatory frameworks in South Africa and identify the responsible parties and methods for the collection of data.
• Provide recommendations with regard to the link between the methods of data collection and dissemination and the implementation of the NAP and assist with reliable statistics for the compilation of upcoming country reports.
• Benchmarking and reflecting best practises in data collection, analysis, dissemination and publishing

The global objective was to select the best-quality Concept Notes and Full Application proposals for the Restricted Call for Proposals for IPA II 2014 Grant Scheme ”Strengthening the impact of the Civil Society in effective Justice Sector reforms”, in line with the criteria set in the Guidelines for applicants.

The specific objective of this assignment was to provide independent technical expertise as an assessor (non-voting member) to increase efficiency in the evaluation of project proposals, according to the rules of the Practical Guide to Contract procedures for EU external actions - PRAG.

More specific, the assessors provided technical expertise to:

• Assess and recommend best quality Concept Notes (Step1 – evaluation of Concept Notes) for passing on to the next stage of the evaluation, i.e. the evaluation of Full Applications (Step 2);
• Assess the best quality Full Application (technical and financial assessment) forms (Step 2 – evaluation of Full Applications) for passing on to the final stage of the evaluation, i.e. the evaluation of the eligibility check (Step 3); and identify, based on the evaluation of the application forms, projects that were proposed for funding.

The purpose of this assignment is to collect, collate and systematically present, in the form of Evaluation Portraits and Country Evaluation Briefs, findings from existing evaluations and other documents of development interventions in five Norwegian partner countries: Ethiopia, Haiti, Mali, Myanmar, Nepal and Tanzania.

The objective of this assignment is to provide accessible and relevant knowledge about Norwegian and other donors’ development efforts in Norway’s partner countries through systematising findings from existing evaluations of development interventions. The exercise emphasises learning, supplementing a growing database of systematised, relevant, context-specific and accessible information. Beyond its intrinsic value, this knowledge forms a basis for development policies and strategies, contributes to development efforts in the field and reveals knowledge gaps that could be covered by future evaluations.

The main target groups for the study are the Norwegian Ministry of Foreign Affairs, Norad and Norwegian embassies in the selected partner countries and elsewhere.

The assignment is guided by the following questions:

• What are the key contextual features characterising each of the studied case countries?
• How do these contextual features affect development interventions in the respective country/-ies?
• What is the nature of the programmes and projects studied, including levels of development support?
• What are the major obstacles/challenges faced by those interventions?
• What are the major findings in the assessed material concerning the goals, methods, challenges, results and sustainability of the interventions studied?
• How do the programmes and projects perform in terms of such cross-cutting issues as gender equality, environmental concerns and anti-corruption?
• Which, intended and, if any, unintended effects of the programmes and projects, positive and negative, can be identified?

The SIRF project was a sub-component of the EU-PFMO and thereby contributed to its objective of greater efficiency, effectiveness, transparency and accountability in the Vietnamese budget processes. The projects supported the national partners by delivering strategic, procedural and technical advisory aiming to reform revenue forecasting in Viet Nam via a four-stage-process:

i.) ++Development of a concept for revenue forecasting, including a capacity development (CD) strategy++: The concept for revenue forecasting was developed in accordance with a) partner requirements, b) international standards and c) the institutional, procedural and technical framework. ON the basis of the new concept, a capacity development strategy for the involved partner institutions (Interministerial Working Group, State Budget Department, Budget Planning Department, National Institute for Finance, Training Centre for Finance Officers) was developed and procurement needs were assessed.

ii.) ++Implementation of trainings in revenue forecasting++: On the basis of the CD-strategy developed in phase 1, trainings for all stakeholders were conducted. This was done in close cooperation with a national institute in order to ensure sustainability beyond project duration.

iii.) ++Advisory services/mentoring throughout the implementation process in 2017++: Vietnamese partners were assisted in the process of implementing the new revenue estimation concept throughout 2017. The mentoring and advisory was delivered via a support desk consisting of the expert team and regular mentoring visits.

iv.) ++Evaluation of revenue forecasting in 2017++: Following the implementation process in 2017, the quality of revenue forecasting in Vietnam was assessed in order to identify areas where further support was needed. Furthermore, an adequate monitoring and evaluation system, which allows for project monitoring (by partners, GIZ and contracting party) and project steering in accordance with the five success factors of Capacity Works was developed.

The objective of this Gender Facility II was to enhance IcSP projects effectiveness by strengthening IcSP staff capacities to take up and apply of gender-sensitive approaches in project design and implementation.

The project provided IcSP staff at Headquarters and EU Delegations/Regional Teams with training, guidance notes and technical assistance on practical ways to apply gender sensitivity at project design and implementation.

The overall objective of the project was to improve the efficiency and effectiveness of the overall Mine Action Programme in Egypt.

The specific objectives of the final evaluation were:

• To conduct a comprehensive review of the performance of the programme, in particular of the interventions implemented in Marsa Matrouh governorate;
• To verify and explain achieved results (including unexpected results) attributable to the programme;
• To assess the sustainability of the intervention benefits and their impact;
• To identify lessons learned and make recommendations.

Le bénéficiaire de ce projet etait le CENEAP (Centre National d'Etudes et d'Analyse pour la Population et le Développement).

Le projet visait à aider le CENEAP à répondre à la question suivante: "Comment renforcer le rôle de la société civile organisée et consolider la participation citoyenne dans la gestion des services publics locaux?"

Les objectifs particuliers de ce projet consistaient à

• analyser la réalité de la participation de la société civile dans la gestion des affaires locales (diagnostic/évaluation) en faisant un inventaire des réussites et des échecs de démocratie locale participative en Algérie.
• étudier les attentes des citoyens pour participer à la gestion des services publics locaux et dans quels services publics ils souhaitent être le plus actifs.
• chercher les réponses des citoyens à la question "comment développer les capacités de la société civile dans la gestion des affaires locales" et proposer un modèle/processus permettant une meilleures participation de la société civile dans la gestion des affaires locale.

A dysfunctional justice system in urban and semi-urban areas and the lack of a formal justice system in rural areas restrict access to justice for the vast majority of the citizens of Pakistan. This applies particularly to the Federally Administered Tribal Areas (FATA) in northwest of Pakistan and its bordering provinces Khyber Pakhtunkhwa (KP) and Balochistan.

In 2012, the EU and Pakistan adopted a 5-Year Engagement Plan that reinforces the EU’s commitment to a stable, democratic and pluralistic Pakistan. In particular, the EU has supported the development of KP and FATA in the field of Good governance, Human Rights and the Rule of Law (RoL). In 2017, the EU received a request from the Pakistani government to provide technical assistance in the strengthening of the RoL in the process of the planned merger of the FATA with KP.

Therefore, the global objective of the assignment was to assist the EU Delegation in the design of a programme under the AAP 2018 to reinforce the RoL in the FATA, KP and Balochistan.

The specific objectives were to:

• Analyse the RoL sector in KP, FATA and Balochistan under consideration of potential political developments and assess feasibility of a RoL intervention in this volatile environment
• Conduct multi-stakeholder consultations to obtain a consensus and good level of ownership from all relevant counterparts for the future programme and advise on possible modalities of assistance acceptable to national stakeholders
• Propose an intervention and develop a full set of draft programming documents required for the project identification, formulation and contracting

Nepal went through a violent armed conflict starting in 1996 which led to the signature of the Comprehensive Peace Accord (CPA) in 2006. The Nepal Peace Trust Fund (NPTF) was designed to support the CPA since its establishment in 2007. The NPTF was originally set up under a Joint Financing Arrangement (JFA) between the Government of Nepal (GoN) and a Donor Group, which initially included both the EU and a number of EU Member States, together with others.

The general objective of this evaluation was to contribute to stability and peace in Nepal for its sustainable development and ultimately towards economic progress in the long term. This included to assist the Ministry of Peace and Reconstruction through sector budget support and to reinforce the capacity of the actors for the implementation of the peace agreements in general and of the Ministry of Peace Secretariat in particular through capacity development in peace building.

The purpose of this evaluation was to make an overall independent assessment of the past performance of the NPTF, paying particular attention to its results measured against its objectives and to draw key lessons and recommendations in order to improve current and future programmes related to governance and restoration of the rule of law. Moreover, it served as reference for future interventions in Nepal. Therefore, it focussed on the implementation modalities that have been used, the visibility and communication factors, the pertinence and effectiveness of the projects selected and implemented and the impact that the NPTF could have had on the Peace Process.

The general objective of the contract was to contribute to a strengthened common identity of the PALOP-TL by the production and diffusion of knowledge about the origins and current common ties of the PALOP-TL on the occasion of the 25th anniversary of the programme between the PALOP-TL and the EU.

• produce audio-visual material about the common history and the current common ties between the PALOP-TL through a short-film contest;
• present/diffuse of material to the public during short-film festivals and/or films about the PALOP-TL in 2017 and 2018;
